Team Leader in Libya

Reporting to the Regional Director, s/he will lead the HD Centre’s operations in Libya. In particular, s/he will: • Take overall responsibility, and provide expertise and support for the HD Centre’s dialogue initiative in Libya, including: facilitation of workshops, process advice, agenda setting, channelling expertise, organisational support. • Liaise with Libyan stakeholders, i.e. civil society, the National Transitional Committee, Interim Governmemt, tribal leaders and other local representatives. • Maintain regular contact with foreign missions to report on activities and to review the situation, and coordinate with the UN. • Develop and maintain a strategic plan for the dialogue initiative in Libya, including scenarios. • Organise visits of experts and eminent persons to assist in the ALID. • Provide analysis on political, security and other relevant developments as requested. • Oversee proper distribution and accounting of project funds. • Provide reports and inputs to donors. • Ensure systematic reporting of HD Centre activities in Libya to the Geneva office • Set up and oversee the Tripoli office, including general maintenance, financial management, inventory and security. • Oversee personnel matters including hiring, supervising and supporting the development of project staff. • Travel in Libya as security constraints allow.

Qualifications: candidates should have a Masters degree in conflict resolution, international relations, development or a related field, at least 10 years of conflict resolution and/or peacebuilding experience in conflict or post conflict situations, including a strong track record in management. S/he must have field experience in the Middle East/North Africa region, be fluent in English and possess strong writing and reporting skills in English. Knowledge of Arabic would be an asset. Candidates must have experience in developing and managing programmes and staff in the field, as well as in monitoring and reporting tools.

Personality: The successful applicant should be able to demonstrate diplomatic, negotiation and facilitation skills. A prior successful experience in building and maintaining strong relationships with key leaders is required. S/he must have excellent team spirit and commitment to fully and flexibly engage in the achievement of the team objectives, even in a stressful environment. The position requires ability to work independently while coordinating with the head office.
