CARE International is seeking an experience Team Leader to provide leadership to the Bihar Technical Assistance and Support Team (BTAST). The “Sector Wide Approach to Strengthen Health” (SWASTH) project in Bihar is funded by the Department for International Development (DFID) of the UK Government (£16 million). The purpose of SWASTH is “increased use of quality, essential health, nutrition, water and sanitation services especially by the poorest and excluded groups” in Bihar. The project is currently near mid-term stage of the implementation. This is a consortium project led by CARE with Infrastructure Professionals Enterprise (IPE) and Options UK (Options).
The Team Leader accounts for all aspects of planning, implementation, monitoring, budgeting, reporting and coordinating technical assistance provisions of the project.  S/he leads the team and provides direction for addressing programmatic gaps through routine monitoring.  S/he engages in advocacy efforts with the implementing departments particularly on policy level interventions on health, nutrition and water and sanitation sectors. Maintaining regular liaison with both the government and the donor will be amongst the core responsibilities of the position.
S/he coordinates activities with other members of the consortium to ensure that objectives are met.

Responsibilities

Required
  • Professional qualification / Bachelor’s degree in health, anthropology, social development or similar
  • Post-graduate qualification in Public Health or equivalent
  • Experience and ability of conducting health projects independently
  • Substantial experience working in various development sector projects including significant experience providing international TA to governments
  • Strong track record managing large and complex projects
  • Experience managing projects funded by major institutional donors such as DFID and good understanding of DFID funding regulations
  • Strong track record managing large consortium projects
  • Experience managing development projects in South Asia
  • Good grasp of best practice in the areas of human resources, financial, procurement and quantitative analysis
  • Demonstrated ability to manage and mentor staff,  resources and activities according to plan and budget
  • Strong advocacy and liaison skills  to influence key policy decisions of the government
  • Excellent planning, people management and team building skills
  • Ability to motivate and facilitate joint action, collaboration, innovation and problem solving
  • International experience leading multi-year health projects and a good understanding of DFID’s strategies and policies towards health, nutrition, water and sanitation in India
  • Public presentation, networking and negotiation skills
  • Able to lead a diverse, multi-disciplinary team
  • Excellent interpersonal and communication skills
  • Excellent prioritization and strategic planning skills
  • Excellent writing skills in English
  • Respect for core values of CARE and high level of empathy towards the project participants
  • Working knowledge of Hindi/ MaithiliMagadhiBhojpuri
Desired
  • Proven experience of managing international development commercial contracts funded by DFID, USAID or the EC
