Main purpose of job

Intelligent client enabling the NDA's Estate wide duties to meet its security obligations providing assessments on value for money, fit for purpose and coherence, performance assurance, estate leadership and advice.

Position in organisation

Direct report to Director of Security, Safety, Safeguards & Environment (Dir SSSE).  
Interfaces Internal:
  • Director SSSE, Heads of Programmes, Executive and INS.  
External:
  • PBO/SLC Heads of Security at all sites, Dir Security ONR, Civil Nuclear Constabulary, DECC, MOD and Home Office officials and other officials in England, Scotland and Wales.

Scope of job

The SPM provides NDA's security specialist capability to enable the NDA to operate as an intelligent client for related obligations and programme initiatives.  
The Post Holder provides value for money assessments and sanction advice across relevant parts of the NDA Estate. Through understanding the sites operators, regulators and CNC roles and responsibilities, actively supports plans to ensure investments are fit for purpose and bring estate wide coherence. This element of work demands the establishment and maintenance of trusted and close, technical and effective engagement.  
They must also evaluate and communicate assurance to the NDA Board on the performance of the SLCs in the area of security, and leadership across the NDA estate promoting cultural and behavioural change that enhances security standards and shares good practice.

Dimensions and limits and authority

  • Expected to act responsibly and in an expert manner with the ability to interrogate, analyse and, in conjunction with key stakeholders, take balanced view on NDA's response to SLCs performance.
  • Access NDA sites and communicate with the PBO/SLC and contractors at Executive and working levels
  • Communicate with regulators and government officials
  • Understand and coordinate with the ONR, CNC, government officials and INS
  • Manage NDA security policy. Design and implement the security assurance programme.

Qualifications and skills

  • British nationality and requiring DV clearance
  • Good honours degree in security, science or engineering subject and membership of appropriate professional organisation.
  • Be able to produce concise written and verbal reports to internal and external stakeholders at board level.
  • Specific technical qualification in security related activities. For example: improvised explosives; detection means; vulnerabilities of physical structures or information computerised technologies.
  • Experience of operating and advising at director level on security performance, the suitability and value of programmes and measures within the critical national infrastructure, and security forces and policing.  
The post holder should be at the senior specialist level being able to demonstrate:
  • Current experience with the credibility to represent NDA when engaging with deputy director level at ONR, CNC and with site heads of security.
  • A robust understanding of security requirements for national critical infrastructure and regulation requirements.
  • Experience to apply the above in the production of advice to produce value for money assessments and sanction requests to support the NDAs contracting regime.
  • The capability to deal effectively with the wide range of complex and conflicting issues, and the personal resilience to deal appropriately with pressures that could compromise the independence of the role.

Duties and key responsibilities

As the security lead, to have access to NDA sites, operators, regulators and key stakeholders. Although based at the NDA HQ, the Post Holder will have a fair degree of independence of action and initiative as the numerous stakeholders are remote. The holder will be expected to interpret and account for their priorities and actions within a frame of reference from the Dir SSSE. Through using an oversight approach and working, the Post Holder is expected to: 
  • Obtain knowledge, data and insights on hard and soft elements of site operations, governance and culture related to new security initiatives are progressing, and assess how performance impacts on NDA plans. 
  • Evaluate and analyse plans and activities, and to judge levels of performance through developing effective metrics, processes, and data management.
  • Understand the complexity of the programmes, seeking to identify unintended consequences and report implications and views.
  • Ensure performance metrics are relevant. Be accountable, show sound judgement, and offer views to stakeholders.
  • Monitor closely the SLC's response to high impact or potential security related events.

Intelligent Client Role  
Achieving the above responsibilities will demand frequent and independent access to external stakeholders (including regulators, government officials across different departments from England, Scotland and Wales) and site senior management. It is envisaged this requires effective internal coordination with other colleagues, Dir SSSE and the following activities:
Identify and champion the security issues and policy conflicts impacting NDA's mission on regulated sites. 
Provide specialist advice and support to the development and delivery of NDA's strategy, and ensure it complies with the requirements of relevant national and international regulations and obligations.
Provide credible and authoritative estate wide advice on the value for money and coherence of security programmes.
Develop and maintain appropriate interfaces with nuclear and conventional safety and other site regulators.
Provide expert input to the formulation of NDA's strategy, own and manage the NDA security policy.  
Staff will manage:
  • Own performance and self development.
  • Health and wellbeing.
  • Own workload, including time and deadline management.
In addition, they will undertake other activities and work commensurate with their skills and experience as and when required.
Staff will be expected to support and implement corporate decisions and initiatives as instructed by their line manager.  
Travel:  
  • The SPM is required to travel extensively as the role requires oversight of all the NDA sites and meetings throughout the UK.
