Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in: improving the performance of nuclear power plants, the nuclear fuel cycle and the management of nuclear wastes; catalyzing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and, advancing science and industry through the improved operation of research reactors.

The Division of Nuclear Fuel Cycle and Waste Technology is responsible for the management of programmes supporting all technologies of the nuclear fuel cycle with particular focus on uranium resources and production, nuclear power reactor fuel engineering, management of spent fuel from nuclear power reactors, topical issues of nuclear fuels and fuel cycles for advanced and innovative reactors, research reactors and also technologies for the treatment, storage and disposal of radioactive waste, management of disused sealed radioactive sources, and the decommissioning of installations and remediation of sites. The Division is also responsible for issues connected to the utilization, maintenance, refurbishment as well as the construction of new research reactors and the related fuel management.

The Waste Technology Section assists Member States with waste management and decommissioning. It covers a broad spectrum of activities and is organized into teams responsible for radioactive waste management (pre-disposal and disposal), decommissioning of installations, environmental remediation of contaminated sites and management of disused sealed radioactive sources (DSRS). Efforts are focused mainly on the elaboration and implementation of comprehensive and integrated radioactive waste management (RWM) strategies, the development of RWM infrastructure, the promotion of good practices for sustainable, safe and cost-effective RWM and the provision of direct assistance through the technical cooperation programme and nuclear security programme.

Main purpose

Reporting to the Section Head, the Associate Project Officer provides project management, reporting and analytical support to the technical officer, within the different working areas, with the objective of accomplishing effective and timely execution of the project, also analyses and proposes improvements to the overall effectiveness and efficiency of the CONNECT collaboration platform project by applying management methods and practices for human resource development and capacity building in IT technology utilization.

Role

The Associate Project Officer is: (1) a substantive specialist, implementing the CONNECT project under the leadership of Project Manager; and (2) an adviser to the Project Manager on knowledge management and implementation issues related to the CONNECT project.

Partnerships

The Associate Project Officer consults with and provides services to the technical officers according to approved work processes, ensures that project schedules show the appropriate and accurate detail, and ensures completion of activities according to the donor agreement. The Associate Project Officer works closely with the Project Technical Officers and the appropriate technical departments within the IAEA, Member State institutions, and relevant international organizations to ensure timely and effective implementation of the programme.

Functions / Key Results Expected

  • Act as an Administrator for the CONNECT platform by acting as a first contact to external users, e.g. problem solving, verifying and granting access rights; ensuring proper functionality of the platform by coordinating with MTIT; designing and testing of on-line surveys; creating sites and uploading content; designing and producing video tutorials; updating the Governance plan; standardizing the look of the platform (ensuring corporate identity) and quality check.
  • Collaborate with Technical Cooperation Department in order to coordinate data submission by Member States for CONNECT system
  • Coordinate with the European Commission contractor and Technical Officers to identify initial e-learning materials to fit the platform.
  • Monitor and analyse implementation of the CONNECT platform, practices and procedures; identify gaps and/or needs for standardization and improvements and bring them to the attention of the technical officer.
  • Design templates and customize platform features for the project sites for pilot projects and case studies.
  • Liaise with TC Department on project activity plan and implementation and funding; compiling prospectus including TOR for consultancies, workshops, selection of experts; prepare outcome report for posting on TC Prime, draft proposals of plan adjustments and provide justification.
  • Contribute to the documentation of knowledge by proposing examples of best practices and success stories, as well as replicable strategies and approaches, and actively share and apply this knowledge.

Knowledge, Skills and Abilities

  • Good understanding of project and knowledge management issues and approaches.
  • Apply knowledge of established programme policies and procedures and effectively uses project management tools and mechanisms to help ensure that the CONNECT project in all of its aspects is effectively implemented.
  • Ability to prepare reports and conduct presentations on various issues by clearly formulating positions on issues, presenting options concisely, as well as making and defending recommendations.
  • Ability to deal effectively with experts and national counterparts and to work in a multicultural environment with respect to sensitivity and diversity.
  • Ability to work collaboratively with colleagues to achieve organizational goals.
  • Ability to work in partnership with internal and external counterparts.
  • Capacity to effectively use multimedia technology and software.

Education, Experience and Language Skills

  • University degree in engineering, science, business administration, international relations, or a related field of study.
  • Minimum of two years of working experience in an area related to project management and information and/or knowledge management, including involvement at the international level.
  • Previous work in projects supporting knowledge management activities in education and training is a strong asset.
  • Experience in working with multicultural and multidisciplinary teams.
  • Fluency in spoken and written English. Knowledge of other official IAEA languages (i.e. Arabic, Chinese, French, Russian or Spanish) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46 730 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $27 851*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
