Consultant for the Development of a Training Module on Integrity in Public Procurement


The IACA is an international organization, originally a joint initiative by the United Nations Office on Drugs and Crime (UNODC), the Republic of Austria, the European Anti-Fraud Office (OLAF), and other stakeholders. It is a pioneering institution that aims to overcome current shortcomings in knowledge and practice in the field of anti-corruption. To date, IACA has a constituency (parties and signatories) of 58 UN Member States and three international organizations, and cooperates with a number of international bodies and academic institutions.

Deliverables: IACA invites applications for a consultant position to develop and implement a training module to mitigate corruption vulnerabilities in public procurement systems. The successful candidate will establish a training curriculum in cooperation with IACA and the UNODC. The framework of this training will implement requirements from Article 9 of the United Nations Convention against Corruption (UNCAC) and support private actor´s efforts to comply with the 10th Principle of the United Nations Global Compact. The finalized training module will be presented at the 5th Conference of the States Parties (CoSP) to the UNCAC in Panama in November 2013.

Eligibility Criteria: The candidate should possess an advanced university degree (Master’s degree or equivalent) in Social Science, Business Administration, Economics, Law, Public Administration, or any other relevant discipline. A Bachelor’s degree combined with qualifying work experience may be accepted in lieu of an advanced university degree.   The candidate should also possess a minimum of 5 to 7 years of substantial technical knowledge and expertise in procurement and anti-corruption related issues in the public or private sector. Experience in training module development with proven conceptual and analytical skills for the formulation and the implementation of training programmes is vital.
