CONSULTANT TO CARRY OUT AN OPERATION QUALITY CONTROL REVIEW IN THE UNWOMEN OFFICES, JUBA SOUTH SUDAN

Background

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, to accelerate the UN’s goals on gender equality and women’s empowerment. This was part of the UN reform agenda that brought together the resources and mandates of four organizations for greater impact. Grounded in the vision of equality enshrined in the UN Charter, UN Women, among other issues, works for the: 
  • Elimination of discrimination against women and girls;
  • Empowerment of women; and
  • Achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 
This mandate is to be achieved through support to formulation of policies, global standards and norms; and support to implementation of these standards at regional and national levels and coordination of UN System work on gender equality. In order to achieve this mandate, UN Women has a regional office based in Nairobi responsible for oversight of the established Country Offices such as that in Juba, South Sudan. As part of the Executive Director’s oversight, all UN Women Sub Regional Offices and Country Offices are audited periodically by the Office of Audit and Investigations of UNDP. The Sudan Office is scheduled for such an audit in April 2013, and therefore the Country Office needs to prepare well for this audit; and to support the Country Office to identify and implement suitable corrective actions as well as preventive actions. As such, UN Women South Sudan Office in Juba, is seeking the services of a consultant to carry out a review of operational compliancy in line with the audit checklist and to identify and implement suitable corrective actions as well as preventive actions. 
    Reports to:  Country Representative UN Women

    Duties and Responsibilities

    Specific Tasks 
    • Assess the status of operational preparedness of the Country Office in line with audit checklist.
    • Systematically identify, and hold weekly briefs with the Country Rep, on the remaining and additional gaps and challenges especially in the areas of information documentation and develop action plans to address the gaps.
    • Support Country Office to implement the action plans developed.
    • Conduct meetings to ensure all personnel are familiar with and knowledgeable about rules and regulations as well as audit requirements and prepare a country office implementation action plan to put in place corrective measures for each of the audit check list sections reviewed, in order to achieve full compliance with rules and regulations and to ensure that the office has complete documentation.
      Outputs:
    • Assessment on level of compliancy pre- and post assignment as per the audit check-list
    • Action plans which is time bound with an indication of responsible personnel for each action point.
    • Record of minutes for all meetings held.
    • Knowledge transfer of systems and procedures to key personnel.
    • Accomplishments achieved in implementation of the action plan.

    Required Skills and Experience

    Education:
    • Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.
    Experience:
    • Audit background and experience of not less than 10 years \
    • Knowledge of UN systems.
    • Previous work experience in a similar position.
    Language Requirements:
    • Read, write and speak proficient English.
