Facilitate Sport for Development and Peace Collaboration, Analysis and Action Planning – Barbados and the Caribbean

Project Background

The Commonwealth Secretariat has been mandated to play a coordinating role supporting member states to strengthen Sport for Development and Peace (SDP) initiatives (CHOGM, 2011). As part of fulfilling this mandate the Secretariat has produced a Commonwealth Guide to Advancing Development through Sport. This guide is a resource for policy makers and public officials in strengthening the contribution of sport-based approaches to development and peace work.
The Guide was tabled at the Sixth Commonwealth Sports Ministers Meeting (6CSMM) held in London in July 2012. Commonwealth Sports Ministers welcomed the development of the Guide, the practical guidelines and framework within the document that provides a resource to assist countries analyse, strengthen and monitor SDP policy frameworks, strategy and support mechanisms. Ministers requested the Secretariat work with member countries to initiate pilot projects based on these guidelines and framework. The objective of these pilots is to develop national action plans to strengthen SDP and contribute to regional-specific frameworks for analysis and monitoring.
In August, Commonwealth member countries were requested to submit expressions of interest to initiate and lead national action planning projects. Subsequently, the Secretariat engaged with a number of countries and regional bodies to collaborate on analysis and planning projects by providing technical assistance. The Commonwealth Secretariat is now recruiting consultants with relevant expertise and experience to support selected projects by providing expert technical assistance.

Scope of Work

Phase 1
  • Participate in induction and awareness raising meetings with the SDP team at the Commonwealth Secretariat (in person or via video conference).
  • Review the Commonwealth Guidelines on Advancing Development through Sport and other relevant project documentation.
  • Engage the Lead Responsible Officer and Project Manager with the relevant in-country Ministry/Department in preparation for a Scoping and Planning visit.
Phase 2
  • Conduct a planning and scoping mission in the pilot country to:
  • Enhance understanding of the key priorities and objectives of the project; develop a detailed project plan;
  • Meet, initiate relationships and establish channels for effective communication with key stakeholders;
  • Co-facilitate, with in-country project team, initial consultation, awareness raising and capacity building sessions for key stakeholders including the regional working group.
  • Register and orientate key officials on the Commonwealth Connects ‘huddle’ online cloud-based workspace.
  • Collate and review key national/regional policy and planning documents to ensure the SDP action planning process is overarched by relevant national and regional policy.
  • Finalise a full project plan with the project team (and submit a copy to the Commonwealth Secretariat).
Phase 3
  • Provide regular remote support to the project team through web/phone communication; produce and/or feedback on key project documents; and monitor project milestones.
  • Submit key documents, examples of good practice and project updates to the Commonwealth Connects Platform.
  • Conduct a follow-up visit to:
  • Support consultation sessions and conduct capacity building workshops in support of developing a National SDP Action Plan and a regional analysis and monitoring framework; and
  • Alongside the in-country project team complete a detailed analysis of national SDP policy frameworks, strategy and support mechanisms against the indicators and reference points in the Commonwealth Guide to Advancing Development through Sport (and submit a copy to the Commonwealth Secretariat).
  • Provide regular updates to the Commonwealth Secretariat on project progress.
Phase 4
  • In collaboration with the in-country team, produce:
  • A draft National SDP Action Plan ready for endorsement and ratification by the appropriate national authorities; and
  • A report outlining recommended modifications to the Commonwealth Guide to Advancing Development through Sport to develop a fit for purpose regional analysis and monitoring framework.
  • Undertake a full review and debrief meeting with the Commonwealth Secretariat SDP team.

Key Deliverables

The successful consultant will be required to deliver:
  • Project Plan
  • Key documents, example of good practice and narrative project updates
  • Analysis of national SDP policy frameworks, strategy and support mechanisms
  • Draft National SDP Action Plan
  • Recommendations for developing a regional analysis and monitoring framework

Reporting Arrangements

The successful consultant will report to the Director, Youth Affairs Division, Commonwealth Secretariat or nominee.
On completion of phase 2 of the project, a progress report including an outline of the project plan will be required. On completion of phase 4 of the project, the successful consultant will be required to submit a completion report including:
  • An analysis of national SDP policy frameworks, strategy and support mechanisms against the indicators and reference points in the Commonwealth Guide to Advancing Development through Sport;
  • A draft National SDP Action Plan ready for endorsement and ratification by the appropriate national authorities; and,
  • Recommended modifications to the Commonwealth Guide to Advancing Development through Sport to develop a fit for purpose regional analysis and monitoring framework.

Budget

The indicative budget for this consultancy is £350 per day up to a maximum of 35 days, inclusive of all applicable taxes and duties. The Commonwealth Secretariat will offer consultancy fees (as per quote) and the following payment terms will apply:
  • 20 per cent of the consultancy fees after signature of contract
  • 30 per cent of the fees after completion of Phase 2 work to the satisfaction of the Commonwealth Secretariat.
  • 50 per cent of the fees after completion of Phase 4 work to the satisfaction of the Commonwealth Secretariat.
Economy class travel and accommodation will be arranged by the Commonwealth Secretariat for all authorised travel. The Secretariat’s standard Daily Subsistence Allowance will be provided for each travel day as per Secretariat policy.

Required Experience and Qualifications

Interested consultants must possess:
  • Expertise in policy analysis and macro strategic planning;
  • Experience in consulting and working with government officials and NGO staff at Permanent Secretary, Director and Country Manager level;
  • Expertise and experience working in the field of Sport for Development and Peace across various countries and contexts;
  • Project management competency;
  • Demonstrated ability to build the capacity of public officials and development stakeholders and institute work approaches that result in sustainable impact;
  • Strong interpersonal skills and cultural sensitivity; and
  • Strong report writing skills.
