Gender/Rural Development Expert , Colombia


Summary of Project
The Colombia Land and Rural Development project will strengthen the capacity of the Government of Colombia (GOC) to implement its land program, covering land restitution and titling and promote rural development through the provision of public services and private sector investment. The project will build the capacity of institutions and administer and manage the programs to restitute land to victims of conflict and extend land titling in prioritized rural areas as well as promote sustainable development to enable beneficiaries of land to retain and make productive and efficient use of the land.
Summary of Job
Development and Training Services, Inc. (dTS) will provide technical assistance in gender mainstreaming over the life of the Colombia Land and Rural Development program. The specific objective of the work to be performed by dTS is to build the capacity of the Colombia Land and Rural Development staff in the area of gender and M&E. dTS will conduct a gender and social inclusion assessment to identify opportunities and provide recommendations to mainstream gender into the project. dTS will develop analytical tools to assess gender consideration for all Colombia Land and Rural Development activities and program interventions.. The gender expert will also work with the M&E team to design indicators, qualitative and quantitative, that account for the participation and empowerment of both women and men. dTS will mobilize a long-term local expert in or/around June and a short-term expat expert to Colombia in/around June to conduct the gender and social inclusion assessment.
Roles and Responsibilities
a. Develop workplan in coordination with Colombia Land and Rural Development Senior Management team
b. Conduct gender and social inclusion assessment of the project and action plan based on recommendations.
c. Develop user-friendly gender analysis instruments that will be applied to activities.
d. Conduct workshops with each of the staff how to apply the instruments and develop measures to ensure gender equity or neutrality in project activities.
e. Develop gender-sensitive indicators.
Qualifications and Education Requirement
The Gender and Rural Development Expert should meet the following qualifications:
• Master’s degree in Anthropology, Development Political Science, Sociology, International Relations, International Development or a related field.
• Minimum of 10 years working in gender, social inclusion, rural development and/or land tenure program.
• Minimum of 5 years designing, implementing, and/or evaluating programs related to gender
• Demonstrated experience in M&E and developing indicators
• Demonstrable experience as a facilitator/trainer
• Ability to work in Spanish
• Experience working with USAID or other large international donors.
• Strong communicator, both verbally and in writing
• Good problem solving skills
• Team oriented individual
• High level of proficiency in MS Office applications and databases
