Human Relief Foundation (HRF) is an International Non-Governmental Organisation (UK Charity Commission registration No. 1126281) seeking to promote sustainable economic and social development by working with local communities through relief and development programmes, as well as supporting people in need to build a better life and find their own solutions to local and global problems.
We are currently looking for a project manager/technical consultant to manage a EuropeAid funded project providing capacity building in peacebuilding to Jordanian NGOs.

Job Description – Human Relief Foundation (HRF) Project Manager
Capacity building in peacebuilding and conflict resolution for Jordanian NGOs, funded by EuropeAid
Objective: To effectively manage the project, to lead the project team, and to handle relations with the donor as well as with all other project stakeholders
Key Tasks and Responsibilities:  Manage the project and ensure smooth and in budget preparation, implementation, and monitoring and evaluation of all activities  Prepare activity and work plans  Manage all project staff  Manage project budget  Manage the resources allocated effectively and transparently  Produce and submit quarterly financial and narrative reports to HRF as well as financial reports as and when requested by the donor  Produce and submit timely donor reports on project progress and impact according to donor requirements  Produce monthly accounts for the project budget  Maintain project records and documentation  Obtain all necessary consent and approvals from implementing organisations as well as in-country as applicable for the project work  Ensure adequate flow of information on all project activities to all concerned, in particular to HQ and donors  Actively ensure the project is implemented to high quality standards which are in line with Country Strategy, relevant donor requirements, international best practices  Actively ensure best practices and lessons learned of the project are shared with relevant project staff as well as with donors, partner organisations and other relevant project stakeholders  Actively promote effective networking and collaborative working  Actively develop and maintain effective relationships with key stakeholders in national and international non-governmental organisations, UN Agencies and the European Commission, partners, local communities, as well as relevant government officials and ministries.
Qualifications and Person Specifications:  Bachelor degree, preferred in development, project management, peace and conflict studies or a related field  Minimum of 3 years of project management experience, preferred in peacebuilding and conflict transformation or a related field, experience of managing major donor contracts, experience of managing EuropeAid funded projects preferred  Sound knowledge of the political and conflict landscape in the Middle East  Experience of working and dealing with local partners  Strong demonstrable experience in all aspects of project management and coordination including project planning, implementation, monitoring and evaluation, financial management and the design/utilization of appropriate project management tools, and the capacity to transfer this experience to others  Fluent written and spoken English and spoken Arabic  Excellent team-working, interpersonal communication and management skills with extensive experience mentoring staff  Diplomacy, tact and negotiation skills  Complex problem solving and decision making skills  Sound judgment  Proven capacity to work with and establish working relationships with communities, community development agencies, government (at all levels) and non-government representatives  Ability to work in a systematic and methodical manner  Ability to work well on own initiative and self-organised and complete projects on time and within budget  Ability to work flexibly, under pressure and adapt to change  Ability to travel at short notice  Ability to live under difficult conditions and in unsafe environments  Commitment to equality of opportunity and diversity, commitment to non-violence  Hard working and self motivating.
