Anaesthetic Services Assessment Adviser


The HHISP is an Australian Government AusAID funded project that supports the implementation of the Health and HIV Programs on behalf of AusAID and GoPNG, with its overarching objectives being to improve maternal and child health outcomes and to deliver increased health and HIV services to the rural majority and high risk populations in support of the Partnership for Development Outcomes.

JTA International is currently seeking an experienced, culturally sensitive and motivated individual for the role of Anaesthetic Services Assessment Adviser for the HHISP. Working in Mt Hagen Hospital, Western Highlands Province and Kudjip Hospital, Jiwaka Province in PNG, the Adviser will report to the CEO of the Western Highlands Provincial Health Authority, and will work closely with Anaesthetic Technical Officers (ATO), the Nurse Manager of the Intensive Care Unit, surgeons and senior nursing staff working in the Operating Theatres, Recovery and Intensive Care Unit.

The primary objective of the Anaesthetic Services Assessment Adviser is to assess areas of need and make recommendations to improve the standard of anaesthetic services delivered at Mt Hagen Provincial Hospital (Western Highlands) and Kudjip Hospital (Jiwaka province).

The Adviser will:
  • review staffing in anaesthetic services and explore opportunities for further staff enhancement and capacity development aimed at improving anaesthetic services and training at the Mt Hagen Provincial and Kudjip Hospitals;
  • investigate and make recommendations relating to learning opportunities available to ATOs;
  • make recommendations for the introduction of sustainable contemporary anaesthetic practices;
  • make recommendations aimed at improving the management of the Intensive Care Unit (ICU); and
  • make recommendations to more clearly define the role of the Mt Hagen Provincial Hospital Anaesthetic Service in relation to anaesthetic services provision at other Highlands Hospitals.

    The Anaesthetic Services Assessment Adviser will be required to present an Aide Memoire to the Board and Senior Management of the Western Highlands Provincial Health Authority at the completion of the in-country input giving an overview of the review findings and recommendations. The Adviser will also be required to produce a report that summarises the findings of the assessment and provides practical recommendations on how to improve the delivery of anaesthetic services in line with Provincial Hospital standards, National Health Service Standards and the PNG National Health Plan.

    Mt Hagen, Western Highlands Province and Kudjip, Jiwaka Province, are remote environments. The Adviser will be required to work under socially and geographically challenging circumstances.

    The successful applicant will have:
  • Ten or more years of professional experience working as an anaesthetist, preferably with experience working in a developing country environment.
  • Experience assessing and making recommendations on the delivery of anaesthetic services in a hospital environment, preferably in a developing country context.
  • Strong familiarity with the PNG health context (experience living or working in PNG is advantageous).
  • Postgraduate qualifications in anaesthesia, with registration as an Anaesthetist with the Australian and New Zealand College of Anaesthetists or equivalent overseas regulation agency preferably with Fellowship status.
  • Exceptional interpersonal and analytical skills, with a proven ability to work with multiple stakeholders.
  • Previous experience living and working in the Pacific, with a demonstrated ability to work successfully across cultures, particularly within the PNG context will be viewed favourably.
  • Demonstrated ability to work in a complex and challenging environment.
  • High-level written and oral communication skills.

    The expected mobilisation date for this role will be March 2013.
