Monitor is the new UK healthcare regulator. 

Job Purpose: 

The purpose of the Economist role is to conduct economic and statistical (including potentially econometric) analysis for a range of projects across the economics team, including the Local Health Economy Intelligence Unit. 

The Economics Team sits alongside the Pricing and Policy Teams in Monitor's Sector Development directorate. We work closely with colleagues from these teams and across Monitor more widely to deliver economic projects, provide internal economic advice and provide thought leadership on economic matters affecting the NHS in England. Examples of our work include: 

• Market reviews on topics such as the delivery of a particular specialty (e.g. Emergency care) or the fundamental economics of healthcare (e.g. economies of scale and scope) 

• Conducting and commissioning research into economic issues affecting the NHS, such as the nature of contracting for and pricing of healthcare services 

• Conducting research into new areas of economics that could inform our regulatory approach e.g. behavioural economics 

• Support for Monitor work in Provider Regulation, in particular providing economic input where restructuring or reconfiguration may be necessary in response to Foundation Trusts in difficulty. 

Project teams will be created on a case-by-case basis and we will expect Economists to work flexibly across all of these areas. 

Qualities, Experience and Expertise: 

• Practical work experience and a strong track record of delivery as an economist in analysis of markets or regulatory policy, possibly from working in an economic regulator, competition authority, regulated industry or economic consultancy 

• Experience of working in cross-disciplinary teams 

• Excellent technical and intuitive understanding of microeconomics (including industrial organisation, competition economics and regulatory economics) and the ability to apply it to complex real-world situations 

• Understanding of the economics of regulated industries 

• Good analytical skills, including the ability to ensure that a consistent high standard of analysis is achieved across projects 

• Spreadsheet modelling and/or econometric skills 

• Good written and oral communication skills, including the ability to communicate complex economic issues clearly, concisely and persuasively 

• Good interpersonal skills, must be able to build and maintain effective working relationships with colleagues, contribute to effective team-working in projects and help to identify and resolve conflicts as they arise 

• Management skills, including the ability to prioritise time across a diverse portfolio of projects with conflicting demands and ability to delegate effectively to junior staff 

• Sound judgement, including the ability to choose between alternative actions and to rationalise and explain decisions 

• Self-starting with the ability to work collaboratively across the organisation 

Qualifications:

A strong degree in economics with first or upper second class honours, or a postgraduate degree in economics or related subject.
