NRC has been working in Afghanistan since the late 2002, focusing on provision of information, counseling and legal assistance (ICLA), shelter, education and emergency assistance.
Since 2003, NRC has assisted over 2 million IDPs and returning Afghan refugees with information and legal aid for durable solutions e.g. ICLA is addressing housing, land and property disputes to remove obstacles to return or reintegration in Afghanistan We are seeking a Programme Manager (PM) to provide leadership, management and capacity building to a complex ICLA programme with a large funding portfolio in multiple location in Afghanistan.
Job description Overall Programme responsibility This entail: Development of NRC’s strategy and action plan for the ICLA programme Responsible ICLA programming including the development of proposals, reports and associated documentation internally and for donors Responsible for overall budget management including monthly budget analysis and follow-up on required budget amendments in line with the different donor regulations Personnel responsibility for project staff, with focus on coaching and mentoring of staff Identify internal candidates for internal management positions, and develop a Plan of Action (PoA) for their capacity building, with the aim of increasing national staff capacity and female staff in management positions Communicate, exchange information and co-operate with relevant external actors Participate and assist the Programme Director and Country Director in relevant meetings with the UN, authorities, and other actors and represent NRC/ICLA in networks
Qualifications Proven experience of humanitarian project cycle management and financial management in complex multi donor programmes Proven communication, interpersonal, representation, negotiation and leadership skills. At least 3 years’ experience in IDP/refugee related programs and understanding of protection principles At least 3 years’ experience of humanitarian coordination at national level Significant understanding of humanitarian complex emergencies and crisis contexts Experience in running workshops and training of trainers Political and cultural awareness and experience of working where insecurity is a major issue Fluency in English Computer skills (common software programs) Proven skills and experience in report writing Experience from programmes where human rights law and international humanitarian laws have been an activity, is an asset Personal qualities Ability to work under pressure, independently and with limited supervision. Ability and willingness to work and live under difficult circumstances. Flexible, creative, and it helps if you have a good sense of humor.
We offer Commencement: March/April 2013 Contract period: 12 months (3 months probationary period) Salary/benefits: According to NRC’s general directions, and free housing of moderate standard. Please note that tax fees may occur for some countries. Duty station: Kabul with frequent visits to all field offices in order to oversee the NRC’s work in the field. Afghanistan’s towns are usually quiet but sometimes relatively insecure. Yet, foreigners can normally move around without harassment or danger, provided they follow security measures in place and respect local cultural sensibilities. Housing is of a moderate standard and in most field locations it is in the same building as the office. Recreational and social facilities are relatively limited.
