Project Controls Manager


MAIN OBJECTIVES
  • To be a proactive team manager and leader in the overall development of the Group in line with its mission, objectives, focus, core values and plans.  
  • To take overall responsibility for the development of the Project Controls function for the Group and delivery of project objectives.
  • To ensure that a strong and capable structure of professional and qualified personnel is put in place to meet the growth requirements for the Group.
  • To develop, implement and control the necessary Systems and Procedures that will allow this role to function effectively.
AREAS OF RESPONSIBILITY
  • All BEU’s.
  • Head Office, Regional Representative Offices and on-site Project Controls.
SPECIFIC OBJECTIVES
Development of the Group
  • To work with key management to develop the Business Plan for the Group.
  • Ensure that we build and train a strong, experienced, professional and capable team both in Head Office and on site. 
Development of Project Controls
Planning and Scheduling
  • Hand-over a quality finished project on time within the milestone dates.
  • Update the project and its business within the strict compliance of the project   plan and standard procedures as set out by Sepam as per our contract with the Client.
  • Develop detailed Work Breakdown Structure and prioritise critical engineering items.
  • Assess manpower and equipment requirements.
  • Develop, operate and maintain scheduling systems and reports.
  • Perform schedule resource loading, leveling and “what-if” analyses as required.
  • Carry out project progress, performance and trend analysis.
  • Protect and ensure Sepam contract position in relation to late completion, acceleration and liquidated damages.  
Costing
  • Maintain cost and schedule budgets throughout the project life and report actual against standard/budget variances, cash flow and project expenditures.
  • Maintenance of CCS and project cost budgets and trends.
Estimating/Surveying
  • Have a full understanding of our contract, EPC scope, drawings, specifications, procedures and plans based on our contract agreement with the Client. Receive new scope drawings and specifications from the Client throughout the life of the project. Assess one against the other and provide for additions and omissions to same thus ensuring the project is fully provided for on a current basis at all times.
  • Process bill of quantities from continuous MTO and field development of work packages. 
  • Support bidding process with execution strategies, schedules and related requirements. 
  • Process bill of quantities from continuous MTO and field development of work packages.
  • Field installation measurement for progress and billing purposes.
Reporting
  • Report to the Client and Sepam Management in a correct and timely basis on project planning, progress and performance.
Structuring and Control of Project Controls
  • Work with the Management Team to develop a strong Project Controls team.
  • Ensure that the Project Controls department is correctly structured to allow it to perform effectively.
Systems and Procedures
  • To implement, control and manage the procedures for the Project Controls department.
  • To put in place Standard Operating Procedures for all activities within the department. 
REPORTING
  • Function and Line Reporting to the Project Management and Controls Manager.
