Summary: Pact is seeking a Project Director for a USAID-funded Conflict Mitigation and Reconciliation Program in Myanmar. This position is contingent upon award and is open to Burmese nationals only. The Project Director will be responsible for the technical leadership and administrative oversight of the project, and will act as primary liaison to USAID, the Government of Myanmar, and other project stakeholders. The Project’s overall goal is support the current peace process, help bridge the “center-periphery” divide between the Bamar core and ethnic minority states, as well as bring together ethnic minority groups, and offer creative solutions to address and resolve inter-communal conflicts. The geographic focus of the project will be in Kayah State .
RESPONSIBILITIES:
• Lead overall management and direction of project activities, providing feedback and support to project team in its day-to-day operations. Responsible for overall planning responsibilities, including the production of annual work plans, operating budgets, etc.
• Ensure high-quality programming through technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements. Ensure provision of management support and technical assistance to grantees on program design, budget/work plan development, program implementation and monitoring and evaluation.
• Ensure cost-effective use of Pact and donor resources. Guide and oversee the alignment of the budget to expected results, and review and approve quarterly budgets and reports.
• Provide input into and ensure that all donor and Pact internal reporting requirements on program impact are met and assist implementing partners/grantees in setting up reporting and tracking systems to provide such information in an efficient and timely manner.
• Ensure effective coordination and communication between the project team and other organizational departments.
• Act as Pact liaison to donors, governments, and partners. Represent Pact at conferences, agencies, meetings and other fora, including relevant organizational and external Communities of Practice.
• As applicable, conduct and coordinate provision of regular monitoring visits to grantee programs; review and provide feedback on grantee performance reports and oversee the development of consolidated reports to donors.
• Provide regular written/oral program progress updates, as requested.
• Perform other duties as assigned.
QUALIFICATIONS:
• A minimum of ten years of professional experience implementing development programs in Myanmar related to peace building and reconciliation, conflict mitigation and/or capacity development.
• Strong working understanding of the political, social, cultural, environmental, and development context of Myanmar and conflict context of Kayah state. Familiarity in applying the ‘people-to-people’ approach in the context of conflict mitigation preferred.
• A graduate degree (Master’s Degree or higher preferred) in a related field of study, such as conflict management and mitigation, governance, and/or international development.
• Proven exceptional leadership in the design, management, implementation, monitoring, and evaluation of similar-size and complex international donor support programs with skills in strategic planning, management, supervision, and budgeting. Prior experience as with a leadership role on a USAID project preferred.
• Proven experience engaging with and building the capacity of local civil society for sustainable development.
• Proven track record of success in managing, coaching, and mentoring staff in an international setting, particularly within non-profit organizations.
• Proven ability to establish and sustain interpersonal and professional relationships with donors, international and local NGOs/CSOs.
• Strong communication skills, both interpersonal and written.
• Strong knowledge of USAID policies and procedures.
• Fluency in English and Burmese required.
