Project Manager – Commissioning and Start-up - China


1. OVERALL JOB PURPOSE:
Responsible for the coordination of the activities of the Central Commissioning and Startup Team and the overall coordination of the commissioning activities across a gas processing complex in China
Specifically:
• Integrates the commissioning plans across all projects and reports on progress
• Interfaces with the construction group to ensure that construction milestones are met and requirements for mechanical completion are delivered on time
• Gives direction to the Commissioning Managers for the projects to ensure consistency in approach and methodology.
2. OBJECTIVES
Safety
• Establishes common procedures for the safety critical functions across all projects including tagout / lockout, handover and access control.
Handover from Construction
• Schedules agreed with construction show clearly the required mechanical completion dates
• Punch list items are identified and critical items are addressed before handover
• Equipment is handed over in accordance with schedule
Commissioning
• Coordinates the planning and execution of commissioning activities across all projects
• Ensures the Commissioning Team are aligned with clear short and medium term objectives
• Equipment is handed to operations on time
Standards
• Establishes common methodology for the management of commissioning activities across all projects
• Establishes standardised criteria for the acceptance of equipment for commissioning from the construction
Planning
• Oversees the planning of commissioning activities to ensure schedules are consistent and budgets are preserved
• Resolves schedule conflicts to ensure that all projects can be delivered on time
Reporting
• Report to BEU  Manager
• Ensures all safety issues are reported and investigated and tracks the progress of follow up actions
• Provides reports for Management which track handover of systems from construction, commissioning progress against plan and handover of processes to operations.
• Tracks the total cost of commissioning activities across the projects
• Provides input into the risk management process for operations and commissioning
3. COMMUNICATIONS & WORKING RELATIONSHIPS:
• Frequent contact within the Central Commissioning and Startup group to provide input to team activities and direction to subordinates
• Frequent contact with Operations Readiness Directors and Commissioning Managers in the Projects as a part of coordinating and reporting commissioning activities
• Frequent contact with Owners Team and EPCM Construction Directors to manage progress and coordinate handover.
4. JOB RELEVANT INFORMATION (BOUNDARIES& DECISION MAKING AUTHORITY):
• The Project Manager, Commissioning and Startup operates within broad boundaries and is required to exercise a significant level of decision making. 
• Work is subject to general review, however strong reliance will be put on the incumbents work.
5. QUALIFICATIONS, EXPERIENCE & SKILLS:
Degree in an engineering discipline from a recognised university.
• 15 - 20 years of industrial experience, including
o Experience in a similar role in the commissioning of large process plants
o Experience in the Gas Processing industry is desirable, but not essential
• A high level of proficiency in English
.
