Project Manager – Social Sector Strengthening

General Responsibilities

The Project Manager is responsible for taking the lead in design and implementation of three activities:
ACTIVITY 1: Improve local government support for social sector delivery      through recruitment, support and management of human resources;
ACTIVITY 2: Expand SDS coverage and support to critical key social sector service areas as identified by USAID;
ACTIVITY 3: Support the integration of Water, Sanitation and Hygiene (WASH) activities as part of district support activities in collaboration with USAID IPs especially WASH Plus.
Specific Tasks and Responsibilities
Activity 1 (est. 60%)
  • Supervise a Third Party Service Provider for the provision of approx. 240 health care workers posted to some 122 public health facilities. Review all reports to ensure that the terms of the agreement are fulfilled, prior to approving for payment;
  • Manage the relationship with private health care clinics for the provision of services of approx. 180 health care workers in some 92 facilities. Review all reports to ensure that the terms of the agreements are fulfilled, prior to approving for payment;
  • Act as primary liaison with the Uganda Health Federation (UHF) and/or other partner agencies to assist districts by including the expanded social sector services as part of services provided in private facilities;
  • Develop and implement an action-oriented strategic training plan for health workers. Ensure development of materials and course content, as required.
Activity 2 (est. 20%)
  • Coordinate the activities of colleagues in field offices to leverage SDSs existing DMIP platform to design an expanded program of Nutrition and Maternal Child Health;
  • Provide TA support to districts through use of SDSs “surge” approach to training and dissemination of materials.
Activity 3 (est. 20%)
  • In collaboration with implementing partners for WASH and Nutrition, and the Grants team, develop a list of priorities where grants may be used to increase district capacity to plan and implement WASH activities.
Other
  • Supervise one or more Project Assistants to support the activities above;
  • Other tasks, as assigned by the supervisor.
Minimum Education Requirement
  • Masters Level Degree or equivalent
Minimum Professional Experience
  • 7+ years demonstrable experience in the field of international development;
  • 5+ years of experience in health-related activities;
  • Excellent organizational, analytical, and supervisory skills;
  • Excellent communication skills, both verbal and written;
  • Excellent computer skills.
