Program Coordinator
General Responsibilities
The Program Coordinator will have comprehensive responsibility within a cluster of at least 3 districts for coordinating, facilitating and supporting SDS program implementation and for district specific progress reporting. He/she will report to the Regional Director and work closely with the Regional Senior Grant Specialist. He/she will also work in close consultation with SDS Program Team members from Kampala to conduct SDS activities in a consistent and strategic manner and to address the related needs of counterparts from SDS partner districts within the region.
Specific Tasks and Responsibilities
In the districts for which he/she has lead responsibility:
  • With the Regional Director, develop and maintain working relationships with senior district officials as needed, to secure and maintain local counterpart ownership and cooperation in implementing and sustaining core SDS supported management improvement concepts; keep abreast of district level political developments as needed to inform SDS program activities; identify TA needs where SDS can support district in the SDS technical areas of work.
  • Serve as SDS’ liaison with the district administration and local, private health service providers in the recruitment and human resource management support of health workers funded through SDS by USAID.
  • Work to assure the implementation of all SDS activities in a timely and integrated manner (including DMIPs, DOP and Quarterly Intervention Plans, and DMC meetings).
  • Support districts in the implementation of Grant B and C funded activities and, with the Regional Senior Grant Specialist, support the scheduled utilization of such funds in compliance with SDS requirements. This supervision includes monitoring of expenditures against targets, of compliance with the quarterly work plan and national guidelines, and of the requisite planning for activities prior to budget disbursement as needed to ensure value for money.
  • Work with the SDS Kampala-based Program Team and the Regional Director to plan and oversee TA provided to districts by SDS and to ensure the alignment of TA delivery with grant funded activity and data collection.
  • At the district level, coordinate and integrate the SDS technical assistance activities with other USAID IPs, DBTAs, Government entities and other Ugandan institutions that operate in the areas of Local Government strengthening and social service delivery. Maintain up to date database of IPs and their activities.
  • Promote and facilitate the demonstration of best practices and innovation within selected districts, including facilitation of Grant B and C applications to this end.
  • As may be requested, help collect and review documents, data and other information needed for SDS internal M&E purposes.
In addition:
  • For the Regional Office, assist the Regional Director to prepare required reports, presentations and documentation of program activities.
  • On the request of the Regional Director, provide him/her with support in other aspects of overall Regional Office management and program delivery.
  • Other tasks, as may be assigned by your supervisor.
Minimum Education Requirement
  • Bachelor’s degree (public administration, finance, organizational development or related degree).
  •  
Minimum Professional Experience
  • Minimum three (3) years’ work experience in coordinating the delivery of donor funded technical assistance, training, and/or grant programs, preferably to have included local government capacity building and institutional strengthening.
  • Excellent organizational, interpersonal and communication skills.
  • Basic familiarity with the organization and operations typical of district governments in Uganda.
  • Ability to prepare and present reports, presentations and other products in English.
  • Ability to use word, PowerPoint, and excel software.
