Organizational Setting

The Office of Nuclear Security is responsible for coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. It is part of the Department of Nuclear Safety and Security and is comprised of three Sections: Information Management and Coordination, Prevention, and Detection and Response; as well as a Programme Support Group.

The Detection and Response Section is responsible for activities that assist States in establishing and sustaining nuclear security systems and measures for the prevention and detection of, and response to, nuclear and other radioactive material outside of regulatory control. These activities include developing nuclear security guidance that is consistent with the relevant binding and non-binding international legal instruments for dealing with nuclear and other radioactive material outside of regulatory control, as well as providing assistance, upon request, to States in implementing the nuclear security framework. In addition to the development of nuclear security guidance, the Section provides evaluation and assessment services, education and training activities, methodology development as well as assistance in security upgrades relating to nuclear and radioactive material detection and response capabilities. In so doing, the Section organizes a large number of evaluation missions, training courses and workshops and convenes technical meetings for methodology development. The Section has broad interaction within the IAEA, with Member States and with other relevant international organizations.

Main purpose

Reporting to the Director of Nuclear Security, the Section Head ensures the planning and implementation of projects related to detection and response within the IAEA's nuclear security programme, overseeing the quality and timeliness of the delivery of outputs and verifying achievement and outcomes using performance indicators. The Section Head is also responsible for defining, planning and evaluating separate projects and tasks and identifying the means for carrying these out.

Role

The Section Head is: (1) a manager and team leader, planning, leading and coordinating the activities of the Section, in accordance with Member States' needs, and monitoring their implementation; (2) asubstantive expert/contributor, managing projects of particular complexity and/or sensitivity; (3) acoordinator of projects involving IAEA-wide efforts and the participation of experts from Member States and other relevant international organizations or inter-agency collaborative projects within the UN system; and (4) a scientific secretary to international scientific meetings related to a specialized field, overseeing the preparation and editing of scientific reports, manuals, proceedings and other publications that provide nuclear security guidance, as well as scientific or technical documentation and papers for discussions.

Partnerships

The Section Head engages high level counterparts in Member States' institutions for programme planning and implementation purposes to ensure the effective transfer and sharing of technical and managerial know-how and promotes partnership building with appropriate UN organizations, NGOs and other relevant institutions. In addition, he/she meets regularly with the Director, other Section Heads and colleagues of the Department to ensure the effective utilization and integration of all the resources (human, financial and technical) received. The Section Head also works with other technical departments to ensure a coordinated IAEA approach and seamless integration of projects and programmes.

Functions / Key Results Expected

  • Plan, lead, coordinate, monitor implementation results and supervise the activities of the Section, including - but not limited to - the development of nuclear security guidance, evaluation and advisory missions to States to identify and make recommendations regarding necessary nuclear security system improvements and technical upgrades and to verify the results, as well as making available technical and human support for Member States in their efforts to both establish effective nuclear security systems and to build capacity within the country between the numerous Ministries and organisations involved in nuclear security.
  • Lead efforts aimed at promoting research and development for improved nuclear security and methodologies for dealing with nuclear and other radioactive material outside of regulatory control.
  • Implement training, workshops and seminars on nuclear security detection and response.
  • Carry out and facilitate the implementation of projects included in the Integrated Nuclear Security Support Plans for individual countries.
  • Ensure the continued high standing and recognition of the IAEA in representing the IAEA at national and international meetings as required; establish and maintain contacts with relevant international organizations, committees and scientific societies.

Knowledge, Skills and Abilities

  • Extensive knowledge of the relevant international legal instruments related to nuclear security, and the worldwide status of nuclear security development.
  • Considerable competence in subjects related to detection of and response to nuclear and other radioactive material outside regulatory control, and the associated criminalisation aspects including radiological crime scene management and nuclear forensics, as well as current knowledge in other fields of nuclear security.
  • General knowledge of nuclear safety and international safeguards.
  • Demonstrated technical and managerial skills to lead a multidisciplinary team; comprehensive experience in the management of complex projects, budgeting and staff supervision.
  • Proven ability to build collaborative partnerships with other international institutions active in the same area.
  • Familiarity with and understanding of international, multicultural work and proven ability in strengthening human capacity development efforts.

Education, Experience and Language Skills

  • Advanced degree in nuclear science/law enforcement or equivalent qualifications and experience at a senior operational level.
  • Minimum of ten years of relevant professional experience in international security related subjects.
  • Minimum of seven years of broad experience gained from working in an international and national environment in programme planning, definition, monitoring and reporting.
  • Excellent leadership and interpersonal skills.
  • Fluency in written and spoken English essential. Knowledge of French, Russian or Spanish desirable. Knowledge of other official IAEA languages (i.e. Arabic or Chinese) an advantage.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $50 782*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
