Customs Advisor (Customs Reform & Monitoring Unit)

Reporting directly to the Team Leader (TL) & Chief Technical Advisor (CTA) of the project, the Customs Advisor shall perform the following duties and responsibilities, but not limited to:
Supporting CRMU in planning and monitoring functions
• Review the existing strategic plan document and help CRMU in developing the next five-year Strategic Plan for 2013-2018. • Help ACD in preparing Annual Revenue Action Plans for prioritizing various functions and activities required for revenue mobilization. • Assist CRMU in coordinating and monitoring various reform activities being undertaken by different donors for optimal utilization of donor funding available to ACD. • Develop monitoring matrix for the ACD infrastructure projects, analyze the progress and identify the bottlenecks and problems. • Help in creating a permanent partnership of donors to channel all assistance for their more effective utilization.
Implementing Governance & Accountability Action plan (GAAP) • Ensure that responsibility for the implementation of the GAAP is fully owned by the Government of Afghanistan in general and ACD in particular. • Help setting up reform targets based on the GAAP framework and get them incorporated in the overall action plans of ACD. • Advise and monitor ACD’s anti-corruption action plan using GAAP Matrix for minimizing corruption and for improving transparency in ACD.
Monitoring ACD benchmarks
• Help ACD in setting up targets and benchmarks in consultation with the Ministry as per its priorities and requirements. • Assist CRMU in monitoring various benchmarks and ensure that requisite actions are taken and milestones met within the prescribed timelines • Coordinate with different donors in achieving various benchmarks
Key Performance Indicators • Ensure timely collection and monitoring of performance indicators identified under the project for judging its effectiveness, efficiency and fairness
Surveys, studies and reports • Assist ACD in supervision and monitoring of subjective user satisfaction surveys and other studies to establish baselines and to help in evaluating project performance • Support ACD to monitor achievements and analyze contributory or impeding factors • Assist in preparation of various reports and statements relating to project performance indicators and outcomes, including the intermediate outcomes
Other duties
• Perform other duties as may be assigned by the DG Customs or Team Leader.
  1. Monitoring and Progress Controls
• Weekly and monthly meetings with the Director General ACD and Team Leader providing feedback and progress on reforms activities. • Effective and successful negotiation, public meetings with ACD main donors and implementing partners for reform activities mentioned above. • Improvement in existing donor coordination mechanism. • Timely submission of prescribed reports to the Deputy Minister, Director General and the Team Leader.
  1. Final Product
• The advisor will establish institutional mechanisms to ensure coordinated implementation among the ACD Advisor/donors and IPs in order to help ACD to achieve its targeted growth path. • The advisor will assist ACD in establishing a core program management unit for managing the customs reforms and Modernization. • The advisor will draft and finalize the strategic plan of ACD as per the advice of the ACD management in coordination with donors and other stakeholders.
  1. Qualifications and Experience
a. Education
• Masters Degree in Law, Political Science, Social Sciences, Business Administration, Public Administration and/or Customs Development related studies. A First Level University Degree with additional years of relevant experience may be accepted in lieu of the Masters Degree. • Degree or Professional Certificate in government administration a distinct advantage
b. Work Experience
• Minimum 11 years of work experience in reforms, planning, and donor coordination in customs • Experience in monitoring, control and evaluation of the progress of customs reform projects in Afghanistan or similar developing countries • Excellent command of both oral and written English a must • Working knowledge of the local language considered an advantage • Working knowledge of word processing, spreadsheets and other computer programs for office
c. Key Competencies
• Experience in implementing custom reform and planning process • Ability to establish and facilitate inter-agency cooperation • Ability to analyze business processes and identify issues based on experience • Experience in providing assistance and support in evaluation and performance monitoring.
