Procurement Advisor in Tanzania

Reports to: Senior Procurement Advisor
Overall Responsibilities:
The Procurement Advisor will provide work with other team members in implementation procurement of works, goods and services undertaken by JSIISCMS project ensuring adherence to all in country and funders procurement regulations. The position requires working closely with the PEPFAR Partners and Government counterparts including MSD, TFDA and MUHAS in the overall procurement cycle to make sure that SCMS and USAID interests are well protected during the implementation process. Thepositlon is based in Dar with some in-country travel.
Specific Duties:
Specific responsibilities will include, but are not limited to, the following:
Serve as a member of the Quantification and Procurement team, working closely with other team members in conducting the local and international procurements in support of the PEPFAR funded purchase of goods, works and services undertaken by SCMS project.
Lead the process to establish procurement contracts ensuring that all applicable USAID and FAR guidelines are followed and all required waivers and documentation is in place.
Work with the General Contractors/ vendors and other stakeholders for all projects managed byPFSCM/JSI in Tanzania in ensuring timely delivery as stipulated in contractual agreements.
Coordinate project activities with clients and other stakeholders involved in the procurement. Monitor project progress and contractor performance to insure adherence to JSI/PFSCM terms and conditions of agreements
Work closely with all counterparts to promote client satisfaction and to ensure timely acceptance and sign-off of project deliverables and milestones
Work with the other members of the procurement team and the supply and delivery coordinators to ensure timely completion of all procurement activities.
Produce periodic reports on local procurement as required by JSISCMS and clients.
Maintain relationship with JSI and SCMS headquarters procurement and contracting specialists to keep abreast of all new organization and project wise developments.
Maintain auditable records for all locally procured items, including approved supply plans and supporting documentation.
Ensure compliance with relevant Tanzanian regulations Ensure all procurements undertaken are adequately funded.
Communicate with SCMS senior management regarding concerns about project progress working with other stakeholders on project status reports and other documentation Maintain projects lists, close out documentation, and all other relevant documentation Monitor budget and expenditures by working closely with the finance office.
Respond to inquiries from SCMS Tanzania and headquarters personnel regarding assigned project status
Use SCMS procurement tools as prescribed in SCMS SOPs.
Ensure adherence to guidelines and policies governing SCMS procurements Adherence to JSI norms and code of conduct as per contractual
Perform other duties as assigned
Qualifications And Personal Attributes Required:
Professional qualifications in civil engineering preferably with procurement experience. Current accreditation from relevant Tanzanian professional society and/or licensing agency three or more years experience in construction-related project management.
Two years or more procurement experii!1ce
Demonstrable knowledge on Tanzanian building codes, permitting processes, etc. Proven command of construction quality assurance procedures
Proven ability to work as part of a team and to be self-managing
Experience with USAID funded projects is desired
Excellent written and oral communication skills
Effectiveness working with culturally and professionally diverse teams
