International consultant for development of minimum standards and training material for working with men perpetrators of gender based violence

The legacy of armed violence that occurred in Bosnia between 1992 and 1995 continues to threaten the scope and pace of BiH’s reform and development efforts. The UNDP Human Security Perception Survey 2010 suggests a low security perception and a lack of confidence in law enforcement and judicial institutions. This survey, which was conducted in 45 municipalities and cities, identified the three key risks and threats to community and citizens’ security as: high level of unemployment/economic insecurity, significant presence of narcotics and weapons in the community, and migration. An increase of violence in the post-war period towards those who are less powerful – mainly women and children – also appears to have become a part of everyday life.
Despite being a signature to the Geneva Declaration on Armed Violence and Development, armed violence prevention has not yet been applied as an operational concept in BiH. Although different components of armed violence prevention are being addressed as distinct, human security challenges, a comprehensive, multi-sectoral, approach to preventing armed violence has not yet been pursued by the authorities.
Traditional understanding of basic safety leaves little space for an integrated approach to security as a multifaceted concept that surpasses general safety often associated with it and linked to theft, robbery, petty crimes etc. Security concept presupposes that human beings are entitled to a wider protection and prevention of all potential harm, including threat of physical violence, but also expanding on it to include protection of gender based violence and access to reproductive health protection and prevention.
United Nations Population Fund is currently implementing the inception phase of a UN Joint Programme that seeks to address this gap through enhancing the capacity of local communities to prevent violence through establishment of new and provision of support to the existing referral mechanisms, and linking the referral mechanisms to newly established Security Forums at the levels of local municipalities.
In addition, UNFPA is looking to expand the work done in the area of combating gender based violence to include and build upon the groundbreaking work with men perpetrators of violence conducted in some areas of Bosnia and Herzegovina, through establishment of Rehabilitation Centers for Men Perpetrators of GBV.

Duties and Responsibilities

UNFPA seeks to engage a skilled international consultant to devise comprehensive training module and minimum standards in regards to rehabilitative work conducted with men perpetrators of gender based violence. The products are to be based on international best practice, the practices existing in BiH and innovative approaches. The international consultant will work in partnership with a national consultant hired under the same project.
 
The outcomes of the consultancy assignment are: 
    • Minimum Standards for establishment and functioning of rehabilitative centers for men and for working with men perpetrators of gender based violence;
    • Training Module for professionals at social welfare and health institutions and NGOs interested in developing their capacities for rehabilitative work with men perpetrators of gender based violence
    • (Lead author - international consultant; contributing author - national consultant).
      The Minimum Standards (MS) and the Training Module (TM) will primarily be used for capacity building of local level institutions and NGOs in establishment of Rehabilitation Centre for Men.
       
      Responsibilities and Key Results Expected:
       
      Under the terms of the agreement that will be reached with the successful candidate, UNFPA will require the following:
      • Review of existing national, regional and wider  international experience and best practices in regards to rehabilitative work with men perpetrators of GBV;
        a. In-depth interviews with NGO representative(s), line ministries and other relevant government institutions, including  representatives of Centers for Social Welfare that have worked with men perpetrators to extract lessons learnt and best practices;
      • Based on the extracted lessons learnt and in coordination with the national consultant development of Minimum Standards (MS) for rehabilitative work (service provision) with men perpetrators of gender based violence, applicable throughout Bosnia and Herzegovina;
        a. The MS, at its minimum, need to include the following chapters
        i. Introduction (introduction to the field, the legal basis in the country for working with men perpetrators of violence including relevant international legal framework, how the MS have been developed, who is the target group of MS, and how MS should be used);
        ii. Principles of working with men perpetrators of GBV (based on do-no-harm approach);
        iii. Standards (full review of minimum standards, including minimum physical requirements, such as space distribution within the premises)
      • Development of Training Module based on the review under item 1, in combination with Minimum Standards, and in cooperation with the national consultant. Training Module shall consist of Training Manual and Training Program with supporting documentation.
      Training Manual:
       
      At the very least the Manual will include following chapters and sections:
      • Table of contents;
        An introduction page on what the Module, Manual and Program are about, whom they are meant for, and how they are to be used;
      • Substantive chapters out of which mandatory chapters are :
        Legislative framework
      • Review of related national legislation and international conventions promoting gender equality and preventing gender based violence; family related laws and strategies, and implications for the roles, responsibilities, duties and rights of men in the BiH family.
        Theoretical understanding and conceptualization
      • women’s rights as a distinct part of human rights
      • understanding of, and clear distinction between gender and sex
      • definition of gender based violence and types of abuse
      • understanding of why the proposed interventions are supposed to change the participants’ violent attitudes and behaviors
      • What is violent behavior among boys and men
      • How to recognize acts of violence
      • Stress, aggression and anger management techniques
      • PTSD in the context of BiH
      • Alcohol and narcotics substance abuse and violence
      • The role of men in the BiH society, in the context of the post-war, transitional society, and the burden that comes with it
      • Male rehabilitation methods
      • Non-violent communications
      • Female-male relationships and communication in the context of the BiH society.
      • Breaking down gender stereotypes.
      • Strengthening confidence and employability.
        Principles of work with male perpetrators (some of them might be: Ensuring the safety and understanding of the perpetrator’s partner while the work with the perpetrator is ongoing; risk assessment; the qualification of staffing etc.)
        Quality assurance, documentation and evaluation
      • Workshop guide
        How to conduct training from methodological point of view;
        Detailed outline and instructions on each workshop (including its stated goals, and potential risks with mitigation strategies)
      Training Program and supporting documents 
      • Training time table
      • Workshop materials and exercises
      • Pre and post assessment evaluation sheets that will both evaluate technical implementation of the training but also measure the perceived change in attitudes and sensibility towards working with men perpetrators
      Minimum requirements when developing Training Module:
      • Consistency in the use of language and presentation of the training;
      • Easy to read and follow instructions (avoid technical terms);
      • Contains graphics, flow charts, tables etc. in order to enhance understanding
      • Minimum 75 pages – maximum 125
      Coordination and exchange of information with the national consultant

      Contract Terms
       
      The contract terms will include the following
      • The contractor must observe UN Minimum Operational Security Standards (MOSS) as communicated by the United Nations for the location(s) visited;
      • Be willing to travel around Bosnia and Herzegovina;
      • The candidate’s financial quote include all applicable charges including travel, daily substance allowance and all rights acquired by UNFPA for all the documents produced;
      • Where the contractor fails to deliver the required quality of products, the rate payable will be reduced. UNFPA reserves the right to assess the quality of products. Contractor has obligation to finalize products/documents to the full UNFPA satisfaction;
      • Payment for contractor will not exceed average UNFPA rates for national/international consultants. 

      Competencies

      • The incumbent should display a keen awareness and understanding of the issue of GBV  and rehabilitative work with men;
      • Strong background in the field of social work, GBV prevention and awareness raising and ability to provide substantive inputs for conceptualization and design  of a training manual;
      • Sound knowledge of problems and critical needs victims of GBV;
      • Show understanding for the sensitive nature of the work involving victims of GBV in BiH;
      • Communicates clearly and effectively. Seeks to understand the ideas of others. Helps create an environment for open communication.
      • Delivers written information in a timely, effective and easily understood manner.
      • Ability to function in the UN system.
      • Strong interpersonal communication skills.
      • Excellent writing skills in English language.
      • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members of different ethnic backgrounds.

      Required Skills and Experience

        Education:
        • Advanced university degree in the field of psychology, sociology, social work, political sciences or other related fields.
        Experience:
        • Minimum of ten years of progressively responsible professional experience in social transformation, violence prevention or rehabilitative work with violence perpetrators or related fields.  Experience in developing training manuals and minimum standards for social programs and working with issues related to GBV is essential.
        Language Requirements:
        • Fluency in English.
