Social Safeguards Senior Associate , Washington, DC


Established in 1959, the Inter-American Development Bank (IDB) is now the main source of multilateral finance for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to the public and private sectors of its borrowing member countries.
The Environmental Safeguards Unit (ESG) is seeking an experienced and highly motivated social safeguards senior associate to join a group of social and environmental professionals that provide technical support, direction and leadership in mainstreaming the Bank's strategic social and environmental priorities. The senior associate will support the design and implementation of the Bank's operations and will ensure that they comply with the IDB's social safeguards policies and internationally recognized best practices. He/she will also contribute to the development and analysis of new approaches, supporting the development of country strategies, guidance notes and training materials, and will help to apply these through workshops and training for Bank staff, borrowers and external specialists

Key Accountabilities:
  • Advise on the social impacts, risks and opportunities in the design and implementation of socially sensitive projects, identifying and developing the necessary mitigation measures and supportive actions, and ensuring the incorporation of ethnic and gender dimensions in the development of Bank funded projects;
  • Contribute to the development and implementation of best practices related to the management of social impacts and risks, including the development of institutional capacity;
  • Provide support to environmental specialists from ESG and project teams on issues related to social impacts and risk assessment;
  • Conduct the due diligence and supervision of projects in support of IDB safeguard policies;
  • Supervise technical support for the social sustainability components of projects;
  • Support the development of sector related studies, provide guidance on key social issues and support the dissemination of good practices through the organization of conferences, workshops, publications, and partnerships;
  • Organize and conduct training sessions on social safeguards issues for IDB staff, executing agencies and consultants.

Qualifications:
Education:
A master's degree in anthropology, sociology or a related field; a PhD would be advantageous.

Experience:
At least 4 years of experience working for multilateral or bilateral development agencies, government institutions, consultancy companies and/or a recognized NGO. It would be advantageous to have experience working with indigenous peoples and/or vulnerable populations in the LAC region. It would also be an advantage to have experience of involuntary resettlement programs, especially in the context of major infrastructure or urban upgrading projects.
Languages:
Excellent analytical, writing and communication skills in English and Spanish. Fluency in Portuguese or French is specially desired.

Formulates and implements integrated change proposals to contribute to sector modernization and transformation in borrowing countries.
Project Supervision
Effectively supports the execution of projects and programs to maximize their results.
Monitoring and Evaluation
Designs and implements effective monitoring and evaluation methodologies for projects and programs.
Knowledge Management and Dissemination
Effectively shares and disseminates economic/sector knowledge and learning experience to enhance the relevance of the IDB to borrowing countries and the region.
