Overview of CTG Global CTG Global is a Personnel Management Service Company specialised in Recruitment, Management Consultancy, and Human Resources in countries experiencing or emerging from armed conflict, natural disasters, or acute social and economic crisis worldwide. CTG Global provides tailored personnel management support enabling a growing number of public and private sector agencies and individuals to achieve their objectives in complex and challenging environments. CTG Global clients currently comprise UN agencies, non-government organizations (NGOs), and different corporate organisations such as security companies.
General Functions
Duties: The MSME Senior Expert shall support our client’s Iraq Office in its Micro, Small, and Medium Enterprise (MSME) initiatives in Iraq. S/he is required to provide MSME, entrepreneurship, and business development expertise. S/he will provide detailed support in assessing, planning, developing, and implementing the MSME aspect of the overall project, including: • Support on overall MSME Programme Strategy Development o Conduct market assessments as needed, including information on needs/wants of businesses, identified business development bottlenecks, etc. o Guide our client through work and milestone planning for this strategy • Support on MSME Training Programme Delivery o Conduct relevant training in entrepreneurship, business development, marketing, and other relevant MSME development skills o Prepare detailed Terms of Reference (TORs) for international companies/organisations and or individual consultants/experts to provide internationally-accredited / certified / recognized training on the areas identified in the MSME Programme Strategy o Prepare RFPs/tenders for these required companies, using the TOR; alternatively support our client to prepare these RFPs/tenders. o Prepare written technical and financial evaluations of offerors for these required trainings a Conduct, per the MSME Programme Strategy, specific Business Development Trainings targeting small and medium entrepreneurs and microenterprises including inter alia: o Oversee all implementation of training activities, with the assistance of other relevant specialists and companies brought on board the project. • Monitor and Report on all Training Activities. This will include: o Setting specifications for trainers to monitor or grade training activities and lessons learnt by trainees o Collecting evaluations on a regular basis from trainers o Compiling training evaluations and extrapolating lessons learnt + ways to improve future courses
Reporting: • The MSME Senior Expert shall report directly to ERPA management for all required tasks.
Essential Experience
Education: • Master's or PhD degree in Business, Economics, or Development required • Focus on Small Business Development or Microenterprise preferred • Focus on Project Management and Strategy preferred • Previous trainings and/or certifications on Microenterprise preferred • Publications with SME expertise on display are preferred
Work Experience • 15 years of experience including minimum 10 years of international experience supporting MSMEs and/or developing small business strategy • MSME development experience in crisis or post-conflict countries - especially countries primarily dependent on oil economies - is essential • MSME development experience in Middle East and Arab countries is essential Project management experience - in particular within a complex environment involving multi-disciplinary teams within volatile security situations - is strongly preferred • Knowledge and experience of the Iraqi labour and employment situation - and of other countries' MSME-related approaches to similar situations - is a plus
Competencies • The Consultant must display the following basic competencies: • Sound management expertise in designing short-term and long-term business and MSME development strategies • Excellent interpersonal skills • Experience in remote work and management • Expertise in provision of technical advisory services on business and MSME development • Project planning, design and management • Ability to plan and prioritise work activities to meet organizational goals, and to organize and oversee work processes efficiently to achieve quality results • Political, cultural sensitivity and commitment to diversity • Ability to communicate effectively with and relate to people of different cultures, demonstrating an ability to see issues from different perspectives
Languages
• Fluent/Native English (writing and speaking) is required - numerous correspondences, meetings, and final deliverables are required in English • Fluent/Native Arabic (writing and speaking) is required - a great deal of research and scoping will require native-level Arabic competency. This is non-negotiable.
