Key Responsibilities:
• Assist the Team (ISH 11 Environmental and Socio-Economic Baseline) to develop the environmental and socio-economic approach, information collection and baseline information assessment;
• Responsible for establishing contacts and communication with relevant National Line Agencies;
• Assist the Team Leader in the preparatory work of the first draft report;
• Contribute to compile and provide available information on environmental and socio-economic baselines in the LMB and especially in the countries;
• Contribute to sample and assess methodologies for each environmental and socio-economic quality element;
• Contribute to set up the monitoring network/programme for selected priority Mekong mainstream reaches;
• Together with the Team Leader and the other team members, set in place a basin wide long term strategy for baseline monitoring and assessment;
• Assist the Team in the completion of ISH 03/06 Development of Guidelines for Hydropower Impact Mitigation and Risk Management;
• Contribute input to an update of the “Preliminary Design Guidelines” on mainstream and significant tributary dams;
• Help Implement an awareness and capacity-building programme to disseminate an understanding of the mitigation options amongst key stakeholders in the region;
• Additional related duties as requested by the ISH Programme Coordinator.

Qualifications/Requirements:
• Master degree or higher in ecology (hydrobiology), hydropower development, water/natural resources management and/or related environmental sciences;
• A minimum of ten years practical working experience in water/natural resources and environment management, and/or hydropower development/management;
• Good understanding of hydropower risks and opportunities in relation to environmental and social aspects;
• Experience in field based monitoring and assessment in any MRC member country;
• Familiarity with and networking contacts in MRC member countries’ national agencies and/or National Mekong Committee Secretariats related to the above tasks and studies is an advantage;
• Work experience with international organizations and excellent interpersonal and cross-cultural communication skills;
• Demonstrated ability to write clear technical reports which can be readily understood by decision makers and the general public;
• Good sense of initiative and sound judgment;
• Very good command of the English language is necessary;
• Knowledge of one or more riparian language (Khmer, Lao, Thai, Vietnamese) would be an advantage;
• Ability to work in an international environment with a multi-cultural team and to travel regularly in the riparian countries.
