Norwegian Red Cross is a member of the world wide Red Cross / Red Crescent Movement working in the fields of relief and assistance and the development of sister Red Cross / Red Crescent societies.
As our current Regional Representative is leaving for another position in the Red Cross / Red Crescent Movement, we are now seeking a new Regional Representatives for Middle East and North Africa, based in Beirut, Lebanon.
The position is of strategic importance for the Norwegian Red Cross The Regional Representative is overall responsible for development of the MENA portfolio, for its implementation as well as consolidating the existing partnerships and programme development in the region.
The Regional Representative is the link between Headquarters in Oslo and our delegates and programmes in the region (Israel/Palestine, Lebanon, Yemen, Iraq and Syria). He/she will also liaise with the International Federation of Red Cross and Red Crescent Societies (Federation) and the International Committee if the Red Cross (ICRC), international donor agencies and the Norwegian embassies in the region. Frequent travels, including to conflict areas, will be part of the job.
The Regional Representative reports to the Head of Programmes Region 2 in the International Department at the Norwegian Red Cross headquarter in Oslo.
Main responsibilities:
•Provide analytical reports on humanitarian and political developments in the MENA region
•Provide guidance to the development and composition of the MENA portfolio and contribute to the strategic processes of the organization.
•Overall management of programmes and staff within the region. Currently the position includes line management for four delegates.
•Cooperate closely with Red Cross/ Red Crescent National Societies in the region, ensuring common understanding of goals, priorities and programmes
•Develop regional plans in collaboration with the headquarters in Oslo
•Ensure coherent information management between the Norwegian Red Cross headquarter and relevant partners
•Actively engage in the application processes to NORAD, MFA, EU and other donors as well as required donor reporting
•Provide analysis and guidance on the Red Cross/Red Crescent movement’s capacities and competencies within Disaster Management
•Support and guide the Task Force at headquarter with information and liaise with the ICRC, Federation zone/regional or country office in case of emergency situations/ disaster response.
•Enhance Norwegian Red Cross profile in the public debate on humanitarian issues by identifying relevant topics and producing media material in coordination with headquarter and be available as a spokesperson for local and international media
•Be overall responsible for security management for the Norwegian Red Cross field offices
Desired qualifications:
•Relevant university degree at Masters level
•Strong analytical skills and demonstrated success in planning, project management and reporting
•Field experience from humanitarian work required - experience/knowledge about the region is an asset
•Proven leadership skills
•Proven skills and experience in strategy development and implementation
•In-depth knowledge of the Norwegian political and administrative system
•Fluency in English and ideally Norwegian - knowledge of French and/or Arabic is an asset
•Good communication and networking skills
•Red Cross/Red Crescent experience is an asset
