Summary Strengthening Partnerships, Results and Innovations in Nutrition (SPRING) is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to provide state-of-the-art technical support and facilitate country-led, regional and global programs to improve the nutritional status of women and children. The SPRING Sahel Advisor will work at country level under the supervision of the Senior Advisor/Technical Director as a key member of the SPRING team. The Advisor will provide high level strategic and technical direction to SPRING Sahel Project related activities in northeastern Burkina Faso and Southwestern Niger. Responsibilities • Technical Leadership: With technical support and backstop from SPRING Washington, oversee the development of comprehensive infant and young child nutrition behavior change strategies in Niger and Burkina Faso, and guide development of associated training tools, communication tools and other job aides. In collaboration with an international research institution, oversee the launch and roll-out of a learning agenda around nutrition and resilience in the Sahel, and ensure delivery according to specified contractual expectations. • Ensure effective leadership of the national-level coordination committees/task teams to ensure participation and buy-in from key government and non-government stakeholders in Niger and Burkina Faso. Monitor project progress over time and identify areas requiring further technical support. • Management: Lead the development of project work plans and budgets. Recruit and hire key project personnel. Supervise staff in Niger and Burkina Faso. Manage timely and quality reports. • Representation and Capacity Building: Serve as SPRING's primary point of contact on all matters pertaining to the Sahel Nutrition Resiliency Project. Maintain close working relationships with USAID at regional (Senegal) and country level (Niger and Burkina Faso. ) Maintain close working relationships with UNICEF, WFP, REGIS-ER Partner agencies, donors and other key stakeholders on matters pertaining to the Sahel Nutrition Resiliency Project. • Operational Support: Ensure project procedures and deliverables are consistent with USAID's regulations and SPRING management principles. Liaise with support staff to ensure administrative, financial and logistical support. • Other duties as needed.
Requirements • Minimum MA in health education, communication, international public health, nutrition, or relevant social sciences. • Min. 12-15 years of relevant international experience working with government entities, UN agencies, PVOs and NGOs including at least 5 years based in the field. • Demonstrated success with previous global nutrition or SBCC-related projects, familiar with USAID and other key stakeholders. • Proven success in applying behavior change theory approaches in applied field setting. Experience implementing evidence based behavior change communication strategies at global and field level. • Proven success working with local government and NGO stakeholders. • Experience as a manager/capacity builder in West Africa. • Understand key nutrition, food security and resiliency concepts. • Strategic thinker, strong team player, able to work under pressure. • Excellent written and spoken French and English.
