Program Description:
Naval Facilities Command (NAVFAC) Far East requires Construction Management and Surveillance services. The Louis Berger Group is recruiting Construction Managers (CM) to provide personnel for NAVFAC Far East including Prime A-E management and administrative support based on a 12 month period beginning when the personnel report to their respective duty stations, locations include:
  • Yokosuka and Atsugi, Japan
  • Sasebo and Iwakuni, Japan
  • Misawa, Japan
  • Camp Butler, Okinawa, Japan
  • Diego Garcia, British Indian Ocean Territory
Projects assigned will vary in type and magnitude and include, but are not limited to, Petroleum, Oil and Lubricants (POL) systems and supporting facilities, office and shop buildings, utility installation, wharf repairs, and industrial facilities.

Construction Management & Surveillance Services Manager position requirements:
  • The Construction Manager (CM) shall possesses an engineering degree from an ABET accredited school.
  • The CM shall have a minimum of 5 years Construction Management and quality assurance experience.
  • The CM shall possess the skills and abilities to communicate effectively in English both orally and in writing and experience in preparing correspondence, written reports, and in briefing management personnel.
  • The CM shall have knowledge of construction scheduling methods and of building and construction crafts since detailed construction surveillance shall be made to verify that specific workmanship is obtained.
  • The CM shall be proficient in computer software such as MS Word, MS Excel, MS PowerPoint, MS Project and Primavera P-3.
  • Experience with Department of Defense construction with NAVFAC or USACE.
  • Experience in CM for Petroleum, Oil and Lubricants (POL) systems and supporting facilities, office and shop buildings, utility installation, wharf repairs, and industrial facilities preferred.
The Ideal Candidate will possess:
·         CMC personnel shall have, as a minimum, a current and valid certificate for Construction Quality Management (CQM) for Contractor course and the OSHA Standards for Construction Industry (OSHA 510) course.
·         A current and valid Construction Quality Management (CQM) for Contractor course completion certificate.
·         Proficiency with Primavera P6.  
Position description:
For each construction contract on which the CM is to perform services the following services are expected:
  • Coordinate Requests from Construction Contractor
  • Attend Meetings and Conferences.
  • Provide Construction Briefings and Reports.
  • Review of Submittals for Government approval.
  • Review Progress Schedules, Network Diagrams and RFI’s to provide comments and recommendations.
  • Prepare and submit monthly project schedule status reports.
  •  commit for the Government. Any RFI that may commit the Government shall be
forwarded to the DGR with a recommended solution.
  • Monitor construction work of CQC projects for compliance with contract documents.
The CM shall monitor the construction work using as guides those documents listed
in the scope of work under the paragraph entitled “Applicable Documents”. Report instances of non-compliance with construction contract and safety requirements
  • Monitor the compliance of the construction contractor with the environmental protection
requirements of this contract..
  • Monitor by witnessing the measurements and assurance surveying performed by the construction contractor.
  • Monitor materials testing conducted by the construction contractor and their testing laboratories.
  • Witness testing of waste, gas, water, electrical, heating, ventilation, air conditioning,
fire protection, elevator, boiler and energy monitoring control systems. Monitor by reviewing at the job-site office, the construction contractor’s updating of the Submittal Status Log.
  • Prepare AEIRs for each construction contract assigned.
  • Notify FEAD/ROICC of Possible Labor Standards Violations. Bring to the immediate attention of the FEAD/ROICC any instances where it is suspected that the construction contractor is in violation of the Labor Standards Provisions of the contract.
  • Review and Comment on Contractor’s Requests for Payment.
  • Bring to the attention of the designated Government representative, in writing, any disagreements with the construction contractor relative to contract requirements and/or discrepancies found
in the plans and specifications as well as recommended solutions.
  • Notify the designated Government representative by telephone of any major project problems requiring immediate resolution.
  • Prepare Contract Construction Non-Compliance Notices (CCNCN).
  • Provide advice for modification negotiations.
  • Maintain working files by construction contract of all reports, correspondence, etc., generated as result of this contract.
  • The CM shall prepare an independent construction cost estimate for modifications to construction contracts as requested by the FEAD/ROICC.
  • The CM shall prepare, for each modification cost estimate, a narrative assessment of the impact of the proposed change on the construction contractor’s operations. The narrative assessment shall be attached to the cost
  • When tasked by the FEAD/ROICC, the CM shall prepare and submit to the FEAD/ROICC an independent analysis of the modification estimate prepared by others.
  • The CM shall take and provide to the FEAD/ROICC complete progress, record, and other construction photographs and videos, taken by a competent photographer.
  • The CM shall monitor construction contractor field maintenance of “as-built” drawings.
  • Monitor As-built Preparation.
  • Verify As-built Drawings
  • The CM shall perform spot checks for completeness and accuracy of the
construction plans and specifications and constructability review of the proposed
facility.
