Délégué Logistique , GUYANA

Contexte du poste
The French Red Cross, in partnership with the Guyana Red Cross Society, is implementing from May 2011 until January 2015 the project GY103 entitled “Improved water, sanitation & hygiene conditions for Hinterland Communities” funded by DG EuropeAid (Reference EuropeAid/129509/C/ACT/Multi) and FRC. The total cost of the project is 1 331 639 EUR (75% -25%).
The overall objective is to contribute to the reduction of water, sanitation and hygiene related diseases child and maternal mortality reduction. The project aims at improving sustainable access to safe drinking water and to basic sanitation, and enhancing hygiene knowledge and practices in hinterland communities of Region 1. The project specifically targets Amerindian communities and school children in Mabaruma & Moruka districts, Region 1.
This project is the second phase of a Water Facility project (WF) conducted from 2008 to 2010 by IFRC, FRC and GRCS. Between the two projects a CBHFA project was implemented by GRCS with remote support from IFRC and FRC (November 2010 – April 2011).
Le Poste
The global objective of the mission is:
• To analyze and evaluate actual practices in logistics and purchase procedures used by the project,
• To bring a technical support to the finance and logistic GRCS/FRC team in order to improve the mission autonomy capacity in terms of purchase, logistics and transportation
• To prepare purchase procedure for the hardware component of the project
Specific objectives:
  1. Analysis of logistics and purchase procedures and organization at Georgetown and Moruca & Mabaruma Branch,
  2. Review and develop tools and procedures to better manage Logistics and Purchases department, including a manual on logistics and purchase procedures and rules
  3. Train Finance and Logistics Officer (+ the part time assistant that you will help to recruit), in Logistics and Purchase fields (internal organization, document filling and archiving both digital and hard copies, tips & hints),
  4. Train on and review monthly and weekly reporting with Finance and Logistics Officer,
  5. Review with and train Project Coordinator and field team leaders on main procedures,
  6. Consolidate and validate the procurement table and the purchase planning
  7. Prepare purchase procedure and launch procurement process for the hardware component
  8. Consolidate the mission’s procurement files

Le profil du candidat
• Relevant university degree.
• A minimum of 5 years working experience in Logistics/Finance/Administration with increasing level of responsibility.
• Strong knowledge of FRC procedures and guidelines (Logistics/Finance/Administration)
• Knowledge of the RC Movement coordination mechanisms.
• Background in Admin/Logistics staff management and training.
• Excellent planning and reporting skills
• Computer literacy (Word, Excel, Power Point)
• Strong interpersonal and communication skills including excellent oral and written English language skills
• Ability to travel frequently to program sites for trainings
• Good knowledge of the donor EuropeAid would be an advantage, especially previous experience with EU Water Facility Projects
