PHP Salary range £21,341 - £30,406 net pa (net = take home pay and on top of that Oxfam pays tax liabilities of the post holder). Contracts are Non-accompanied, fixed-term contracts up to 6 months Closing date: 11 August 2013. Background: OXFAM is working in more than 90 countries around the world responding to emergencies, working on preparedness and contingency plans for longer term programmes. The complexity of the emergencies and the aim to build the affected communities’ capacity to better face future crises meant that the Public Health Team the Humanitarian Department, has recruited skilled specialists in different sectors to a Public Health Promoters Register. Amongst them, anthropologists/sociologists to support the Water, Hygiene and Sanitation teams working in specific environments and challenges, with a better understanding of communities’ beliefs, behaviours and perceptions. This information should support the WASH teams to adapt and/or revise their approaches and interventions, develop appropriate tools and ways of working with communities to enhance community participation and gender equality.
Our programmes do not aim to only respond to urgent needs but also to understand existing coping mechanisms, markets systems, participation, gender roles, and means of communication. A better understanding of the people will play a crucial role in the quality of the response and its resilience.
About the Role and the PHP register The Public Health Promoter (PHP) register is a database of people who have been interviewed and reference checked and it is where we keep availability and contact details, as well as CVs of potential Public Health Promoters, Malaria Specialists, Anthropologists, PHP Team Leaders and Co-ordinators who can be deployed quickly to emergency programmes for up to 6 months. Once selected from the register and deployed to a country you will help respond to the current humanitarian emergency by assessing the situation, designing PHP component of the program, advising on the latest thinking on Public Health Promotion, supporting the development of post disaster program for the country etc. You will work together with the Public Health Engineer to develop and implement the WASH strategy and will provide PHP support, where required, to existing staff, local partners and institutions in emergency programming and emergency response. You can also expect to get involved in capacity-building activities like coaching, mentoring and on-the-job training. At the same time, you may also carry out research to build our knowledge of the issues and work with colleagues on the ground to deliver cohesive, community-focused programmes.
About you Your wide-ranging experience in anthropology and understanding of public health will encompass emergency and development programmes, a number of different countries and in-depth exposure to a variety of research methodologies and participatory approaches. As a result you’ll have a good practical understanding of how to analyse and understand the local socio-cultural determinants and behaviours of different communities. In addition, you’ll have honed your analytical, needs assessment, capacity planning and report-writing skills to the full. Add a relevant post-graduate qualification plus a working level of spoken and written English, and you could soon be making a difference at a country level. One other language such as French, Spanish, Portuguese or Arabic is desirable for countries where we need to deploy language speakers although not essential to be on the register.
