ICT / SCADA Specialist - WATER SUPPLY

Eptisa is looking for an ICT Specialist for a Water Supply Project in Vietnam. This is a large Water Supply Scheme, that includes a serious investment in a ICT system, mainly a SCADA and its integration with other ICT elements. 

The ICT Specialist shall have a degree in computing or other appropriate qualification in engineering, science or mathematics She/He shall have had not less than 10 years working experience in the ICT industry, with minimum 5 years experience on ICT project implementation and procurement of ICT services for Water Supply Projects.

Specific tasks to be undertaken by the ICT specialist include:

•  Review reports pertaining to ICT prepared by consultant under CS8 contract;
•  Co-ordinate closely and provide feasible solutions to consulting team financed by USTDA who will be mobilised under other financing resource for preparing a master plan of ICT for SAWACO;
• Discuss, agree and update with SAWACO specific objectives of the ICT upgrade, listing objectives and goals of the Communication Technology upgrade including Geographic Information System (GIS), Financial Information System (FIS) including specific requirements of the FIS, Management Information System (MIS) and Supervisory Control and Data Acquisition (SCADA), Distribution Control Center (DCC) for operational improvement, asset management, and NRW operation and maintenance software;
•  Summarise the objectives in a succinct report for review and approval by both SAWACO and ADB;
•  Co-ordinate with Procurement and Contract Management Specialists in preparing the bidding documents of turnkey contract for ICT component;
• Assist SAWACO with the bidding, evaluation and contract award procedures
• Intermittently monitor implementation of the ICT program; and
• Issue periodic progress reports with recommendations for improvement if any.
