UCLG ASPAC Capacity Development and Training Manager

Post Title: Capacity Development and Training Manager Organization: United Cities and Local Governments Asia Pacific (UCLG ASPAC) Duty Station: UCLG ASPAC Regional Office, Jakarta, Indonesia Type of Contract: Service Contract – 2 year, with possible extension
Background United Cities and Local Governments Asia Pacific (UCLG ASPAC) is one of the eight Regional Sections of the United Cities and Local Governments (UCLG) which is based in Jakarta, Indonesia. UCLG is the largest association of local governments in the world and the officially recognized voice of local government by the United Nations. The Asia and Pacific region is the biggest of the eight sections in UCLG with linkages to more than 7.000 local governments. It represents well over 3.76 billion people–more than half of the world population- and incorporates economically fast developing countries such as China, India and Indonesia.
UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities and their associations, and facilitates programs, networks and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising poverty alleviation, climate change, decentralization, local finance and MDGs.
UCLG ASPAC is accepting expression of interests from qualified Manager: Capacity Development and Training candidates. The Manager will be placed at the UCLG ASPAC regional office in Jakarta and provides support to the on-going operations and ensure high quality, accuracy and consistency of work. The Manager reports directly to the Secretary General of UCLG ASPAC.
Responsibilities:
  1. Develop capacity development strategies and progammes for members of UCLG ASPAC and relevant institutions • Design capacity building programme including training and curicuulum development • Prepare and conduct a regular training programme • Implement international/regional programmes of UCLG World and or UCLG ASPAC partners • Monitor and evaluate the training and capacity development programmes
  2. Provide assistances for members to participate in UCLG ASPAC activities • Disseminate information regarding workshops, conferences, seminars and training agendas of partners to members • Facilitate and assist members to participate in the workshops, conferences, seminars and training agendas from partners
  3. Support research related to capacity development • Coordinate with the strategic services manager in member needs assessment • Conduct mapping of the training agenda conducted by other organizations in which the topics are related to UCLG ASPAC thematic areas and needs of member
  4. Support dissemination of training programmes • Coordinate with the communication manager in advertising capacity building and training programmes of UCLG ASPAC • Support the enrichment of materials for publication of capacity building and trainings in website, brochure, newsletters and other publication tools.
  5. Support the Secretary General in UCLG Meeting • Coordinate with other managers in preparing the Statutory Meeting of UCLG
  6. Support database in terms of capacity development and training • Develop, maintain and update the database of resource person/ expertise/CBT training networks/programme
  7. Managerial support
    • Prepare the documents on capacity development’s strategic investment plan.
    • Coordinate with all managers of UCLG ASPAC in the development and improvement of SOP
    • Prepare capacity building and training reports to Secretary General, Executive Bureau, Regional Council, and the Regional General Assembly meetings and to UCLG World as required
    • Contribute to various meetings, workshops, trainings and other functions.
    • Provide supports required for the operation of the UCLG ASPAC Secretariat
    • Support the efforts to outreach UCLG ASPAC activities to members and potential members
    • Explore partnerships with relevant institutions.
Requirements: - Minimum of a bachelor’s degree in development studies and/or related fields - At least three years of professional experience in capacity development - Proficiency in designing the capacity development strategies - Ability to develope training including curriculum - Ability to deliver capacity building programme including training and measure their effectiveness - Strong communication skills (Indonesia and English) - Computer software skill in all basic Microsoft Office programs and relevant software - Ability to develop liaison with representatives from members, partner organizations and stakeholders and work co-operatively with other staff members - Actively shares relevant information and communicates clearly - Ability to develop managerial strategy and work co-operatively with other staff members - Provides constructive feedback to colleagues - Ability to work under pressure and to deadlines required - Exeperience in working in an international environment, respecting different cultures and nationalities - Considerabale domestic and international travel may be required - Indonesian Nationality or Foreigners possessing Indonesian working permit
Assignment Period The assignment will be for a period of 2 years and will commence as soon as possible
Remuneration UCLG ASPAC will offer a remuneration initially amounting up from IDR 62.400.000 to IDR 120.000.000 per year.
