The EIB, the European Union's bank, is seeking to recruit for its Directorate for Lending Operations outside the European Union (Ops B) - Equity and Microfinance Division – Equity Unit, at its headquarters in Luxembourg, an:
Impact Investment Officer
Appointment will be made on the basis of a fixed term contract of 4 years  
Purpose
The role of the Equity and Microfinance Division is to act as a centre of expertise for all the ACP-IF and FEMIP Geographical Divisions, providing advice on private sector projects, setting up of new financial products, and developing the financial sector. From an operational standpoint, it manages and monitors equity and microfinance investments, either direct or indirect (through private equity or microfinance funds) in order to assist private local or foreign investment conducive to sustainable development in ACP and FEMIP countries. Its role is expected to expand to cover the Eastern Neighbours in due course.
The Investment Officer will primarily identify, appraise, negotiate and monitor private equity fund investments throughout the Africa, Caribbean and Pacific region (“ACP”), in accordance with the relevant internal guidelines and strategies Particular emphasis would be given to the inception and structuring of Social Impact funds under the new impact investing initiative .
Operating Network
S/he will work in close cooperation with a team of Investment Officers, reporting to the Head of Equity Unit, under the authority of the Head of Division.
Accountabilities
  • Identify, structure and negotiate new investments in dedicated private equity investment vehicles and, potentially, to microfinance intermediaries. Funding instruments typically include equity or quasi-equity, debt-type products, as well as grant funding of Technical Assistance
  • Take a leading role in the inception and  structuring of Social Impact funds and promoting new innovative initiatives which could lead to expand the Division’s remit
  • Draft due diligence reports, Board reports, financial reports and investment recommendations
  • Monitor projects and draft monitoring reports on a regular basis
  • Perform portfolio / investment valuations
  • Devise appropriate incentive and remuneration structures, exit strategies and control mechanisms
  • Interface with EIB clients and various other stakeholders at high level
  • Represent the Bank in appropriate professional and public fora
  • Follow trends and innovations in private equity and microfinance markets in general and impact investing in particular
  • Advise and actively support other Ops B divisions in similar or related fields
  • Participate in supervisory boards and investment committees when appropriate
Qualifications
  • University degree and possibly postgraduate degree in Finance/Economics or a related subject
  • At least 5 years relevant professional experience and proven track record in investments into the private equity and/or impact investing industry (with either a fund or a fund-of-funds manager)
  • Strong knowledge of impact investment concepts
  • Knowledge of the ACP markets would be an advantage
  • Good knowledge of financial and cash flow analysis as well as proven experience in risk assessment and financial modelling
  • Experience and aptitude in direct contacts with public and private sector clients often at a senior level
  • In depth knowledge of quantitative techniques and tools
  • Excellent knowledge of written and spoken English and a good command of written and spoken French*. Knowledge of other EU languages would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
