Organizational Setting

The Director General's Office for Coordination (DGOC) provides leadership and coordination of policy for all IAEA activities at the executive level for meeting Member States' needs, and achieving a one-house culture and a results-based management approach.

The IAEA Low Enriched Uranium (LEU) Bank project (Project) is a high profile, complex project established by the Director General (DG) within DGOC. The IAEA LEU Bank Technical and Nuclear Fuel Expert will report to the Project Manager of the IAEA LEU Bank, in turn reporting to the Project Executive, DGOC.

Main purpose

The Technical and Nuclear Fuel Expert is a member of the IAEA LEU Bank project team, reporting directly to the IAEA LEU Bank Project Manager. The post holder ensures that all project-related issues connected to nuclear fuel technology, systems and operations are managed in an appropriate and results-oriented manner. The Technical and Nuclear Fuel Expert develops effective working relationships with counterparts in the host country and coordinates with the IAEA LEU Bank project team, and the Departments of Nuclear Safety, Nuclear Energy, and Safeguards within the IAEA to ensure that all issues associated with the transportation, storage, handling and processing of enriched UF6 are appropriately managed. The Technical and Nuclear Fuel Expert ensures that the IAEA LEU Bank Project Executive and Project Manager are properly briefed on technical issues related to the IAEA LEU Bank, and that the implementation of technical upgrade work is carried out in a timely fashion, meeting appropriate quality standards, and within the cost parameters agreed with the Project Manager. The Technical and Nuclear Fuel Expert shall prepare progress and exception reports for all activities under his/her preview.

Role

The Technical and Nuclear Fuel Expert is: (1) a substantive specialist, bringing extensive experience of nuclear fuel cycle technology, systems, and materials to the IAEA LEU Bank project; (2) an innovatorable to find effective but pragmatic solutions to issues encountered by the Project; (3) a leader able to design and implement complex tasks through the participation of others; (4) an adviser to the Project Manager, Project Executive and other senior managers on significant project-related issues; and (5) arelationship manager ensuring that a cooperative and energetic project environment is maintained.

Partnerships

The Technical and Nuclear Fuel Expert builds and maintains effective partnerships and strategic alliances with all relevant stakeholders and contributors to the LEU Bank project. He/she interacts and consults with, and provides clear technical guidance to managers in all Departments contributing to the LEU Bank project. Stakeholders include IAEA staff from multiple Departments, as well as the Member States' scientific, technical and regulatory representatives.

Functions / Key Results Expected

With guidance and support provided by the Project Manager and in close collaboration with the relevant stakeholders, the Technical and Nuclear Fuel Expert will:
  • Serve as a recognized technical expert and the IAEA focal point in the field of UF6 transportation, handling and storage, and the primary advisor to the Project Manager, Project Executive and managers from all Departments on related issues.
  • Understand, guide and facilitate the identification and resolution of technical issues, including, but not limited to, handling, decanting, analysis and transportation of UF6, installation of safety and security infrastructure, and establishment of technical working procedures.
  • Ensure that technical issues required by or impacting the IAEA LEU Bank are properly analyzed with input from all relevant stakeholders, both internal and external, and recommendations are made for the Project Manager and Project Board.
  • Negotiate with the service providers and Member State representatives to ensure that IAEA policies and goals are fully implemented.
  • Brief the Project Board and senior management, both for information purposes and with recommendations to support decision-making.
  • In coordination with other members of the IAEA LEU Bank project team, develop detailed and effective approaches and work plans for implementation of upgrades and management of nuclear materials.
  • Monitor and control technical upgrade work, ensuring coordination with the Project Manager and meeting time, cost and quality targets.
  • Participate as a member of the senior management team of the LEU Bank Project to ensure that objectives are achieved, risks are managed appropriately and the IAEA's resources are used effectively.
  • Participate in project reviews and other cross-cutting project meetings.

Knowledge, Skills and Abilities

  • In-depth knowledge of nuclear fuel materials, equipment, technologies, and associated procedures.
  • Recognized expertise in the field of UF6 transportation, handling and storage.

Education, Experience and Language Skills

  • Advanced university (or equivalent) degree in nuclear engineering, science and technology.
  • Minimum of 10 years of working experience in nuclear or other technical industries, of those 5 years of experience in high-visibility, cross-cutting project activities, preferably in an international context.
  • Experience in project management, business process reengineering, change management and promoting best practice.
  • Excellent command of spoken and written English. Knowledge of another IAEA official language (Arabic, Chinese, French, Russian, or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 887 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $54 033*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
