Position Summary

The Lake Charles LNG Project – Deputy Project Director (DPD) is responsible for delivering the project successfully by meeting or exceeding the project objectives without harm to people or to the environment. The DPD is responsible for the direction, coordination and progress of engineering, construction, quality and document control activities within the Lake Charles LNG Project. The DPD will assist the Project Director in project delivery from FEED phase through EPC, commissioning, start-up and handover to Operations.

The successful candidate will also be responsible for directly engaging with FEED/ EPC Contractors, In-house stakeholders and Partners to ensure that the scope of work for the various phases of the project are adequately defined and approved. During execution, the DPD is responsible for ensuring that the FEED/ EPC Contractors deliver the project scope on budget and schedule and the deliverables meet the quality standards.

As the person responsible for project delivery, the successful candidate will be responsible for ensuring the competence and capability of the company and contractor’s engineering teams and compliance of the selected engineering design with BG standards and the BG Way. 

Key Accountabilities

• Assist the Project Director in developing project goals, objectives and critical success factors, ensuring that these align both with BG’s corporate goals and objectives and the project’s commercial strategy.
• Interface with other members of the asset team (commercial and operations) to ensure agreement on project deliverables and the timing of these deliverables. 
• Develop the Project Execution Plan and associated management system documentation in accordance with BG Standards and Guidelines and obtain stakeholder approval of the plan.
• In agreement with Project Director, establish an appropriate and competent engineering and construction organization to deliver the project throughout the various phases of the project. Ensure that the roles and responsibilities for each position and defined and are jointly agreed by incumbent and supervisor.
• Demonstrate visible leadership and commitment to excellent HSSE performance, regular safety tours; a safety moment to begin all meetings; effective health and security provisions to protect people and assets.
• Commit to Quality management, including: developing of a Quality Management Strategy compliant with BG Standards; and a Quality Plan to implement the Quality Management Strategy, complete with a quality assurance audit schedule; ensure that a Quality Exhibit is included in all contracts; follow-up and close out of all Quality audit non-conformances.
• Drive the identification of project risks and develop and implement risk response action plans for the top risks. Also capitalize on potential opportunities.
• Ensure that suitable peer assists, peer reviews and value improving process workshops are planned held and actions followed through, and that end-of-stage functional reviews and Readiness Reviews are planned and preparations are properly managed.
• With the help of Project Control Manager, monitor contractor and supplier performance and act quickly on underperformance.
• Monitor performance against project critical success factors at project monthly meetings.
• Ensure rigorous application of the management of change process in accordance with BG Standards. 
• Manage the responsibilities for interface management and ensure that a system for interface identification, management and closure is developed and implemented.
• Approve the engineering scopes and plans developed by GM Engineering and Engineering Managers, ensuring they include: design basis, codes, standards and design philosophies. 
• Approve and manage document deliverables, document distribution and document reviews.
• With the agreement of Project Director approve and manage construction and installation plan through to mechanical completion and pre-commissioning, developed by the Construction Manager.
• Ensure project lessons learned are fed back within the asset and to internal Company project stakeholders, including BGA, for the benefit of future projects.
• Develop and implement a plan for project close-out.
• Embed a ‘one team’ approach to design, engineering, construction and execution components of the project 
• Ensure compliance with BG Standards and the BG Way of executing projects
• Provide technical leadership in application of Process Safety in Design through all stages of project development
• Approve and coordinate the engineering design to meet the performance criteria and stakeholders requirements
• Prepare technical and progress reports to support the flow of information to management to assist in decision taking. Assure the technical material supporting the decision log. 
• Prepare the philosophy and manage the process for the design verification by a third party or parties, and ensure incorporation of verification output into the overall facility design. Regularly monitor progress and effectiveness of this process
• Ensure that the process of document management is understood by project staff and contractor(s) including review and approval and subsequent storage of design documents. Regularly monitor progress and effectiveness of this process
• Ensure any environmental permitting conditions are incorporated in the design.

People Management
• Actively engage and assist in the personal and professional development of members of the Lake Charles LNG project team 
• Proactively manage the annual performance and development cycles within the required timeframes
• Ensure all reports abide by company policy in relation to HR policies and procedures

Unique Knowledge, Skills, Experience and Attribute

Experience Needed:
• Have extensive (20+ years) experience in the oil and gas industry with a particular emphasis on LNG and construction
• Have extensive (20+ years) site construction experience in a Senior Manager position
• Skilled in the Management of LS contracts as part of an owners Team
• Technical professional with wide exposure to diverse technical, project management and business environments
• Verifiable record in the successful development and delivery of a number of complex hydrocarbon projects 
• Experience of project life cycle from concept development through to execution
• Experience in the application of national and industry codes and standards
• Quality control of contractor technical work, ensuring appropriate techniques and standards are applied and opportunities for technical and business improvement realized
• Ability to set the HSSE standards required and to lead by example to ensure that all aspects of the work are completed safely and in line with BG’s HSSE expectations
• Competent to lead and motivate a large multi-disciplinary team and guide, mentor and inspire other team members
• Skilled in the scope and application of required technical assurance processes 
• Able to manage interfaces and work closely alongside project teams during, FEED, detailed design, construction and commissioning
• Able to advise and steer business/commercial aspects, and has a full understanding of strategic considerations
• Able to manage activities with significant uncertainty of solution or outcome
• Successful leadership of commercial negotiations with engineering contractors and/or partners
• Experience of identifying project critical success factors and risks, and in developing and implementing plans to manage these
• Proven record in the application of Company and functional assurance processes or equivalent
• Proven record of having incorporated appropriate regulatory, safety & environmental consents into the design processes
 
Knowledge, Languages, Skills, and Attributes:
 
• Tertiary qualifications in engineering or relevant experience
• Chartered member of a relevant engineering institution (preferred)
• Certification in project management
• Ability to demonstrate a good knowledge of business awareness, key project performance drivers, operational requirements, and of financial and commercial aspects of project delivery
• Strong and effective communication skills (written and oral) supported by interpersonal skills that allow working at a senior level within BG, with Contractors or other stakeholders
• Ability to challenge others in a constructive manner and negotiate with internal peers and other stakeholder representatives to influence decisions or ways of working
• Team player mindset with ability to interface with teams in different locations
• Strong presentation skills with ability to adapt style and content of presentation for both technical and non-technical audiences
• Ability to drive and deliver projects in line with contract expectations
• Self-starter with a strong delivery focus and good problem solving and analytical skills
• The incumbent will be required to travel domestically and may occasionally travel internationally
