Job Summary
The Market Development Facility, an Australian Government funded initiative, aims to:
- Create additional employment and income earning opportunities for poor women and men through broad-based and sustainable pro-poor growth;
- By making rural and urban sectors of the economy in which the poor are involved as producers and workers, more competitive and making them grow;
- By trigger lasting, 'systemic' changes in the markets systems around these sectors to reduce constraints to growth and to increase their capacity to innovate and deal with competitive, regulatory, social and environmental pressures, so that the benefits for the poor will sustain and expand in time.
The Pakistan Country Representative will lead the MDF Pakistan Country Team. Reporting to the Team Leader, the Country Representative will be responsible for the day-to-day management and technical oversight of operations in Pakistan.
Key Responsibilities
The ideal candidate should have:
Essential:
- A strong business orientation and at least five years international work experience in a related field.
- Proven ability to conduct economic analysis and translate the findings into pro-poor growth strategies and interventions.
- Proven ability to negotiate, design and assess strategic, sustainable and systemic activities in a similar context.
- Strong managerial and communication skills with experience in leading, managing and mentoring teams in a similar context and experience in program management.
- Strong interpersonal skills with a demonstrated capacity to constructively engage with the private and public sector, development partners, other development programs, and other similar stakeholders.
- Experience implementing, or familiar with, the ‘Making Markets Work for the Poor’ approach or related development approaches.
- Post graduate qualifications in development economics, business, agriculture or other relevant fields.
- Strong communication, writing, numeracy, analysis and networking skills.
- Willingness to travel throughout Pakistan for reasonable periods of time.
Desirable:
- Operational management experience including oversight of administrative, logistical, human resource management and program management functions.
- Experience in analysing results, preferably in line with the DCED guidelines.
- Fluency in Urdu and at least two major regional languages.
- Experience working in similar positions in South Asia.

This is a full time position beginning in June/July 2014.
