Project Summary:
The Support for Professional and Capacity Enhancement (SPICE) project is a 3-year initiative to support civil society strengthening, citizen participation, gender equity and corporate social responsibility in Sri Lanka. SPICE is a project funded by the United States Agency of International Development (USAID) and implemented by MSI. Its main office is in Colombo with regional offices in Batticaloa.

Position Summary:
SPICE is hiring three Program Officers to be based in Colombo, Batticaloa, and Vavuniya. The Program Officers will report to the Colombo and/or relevant Regional Manager. S/he will work closely with the M&E Officer of each office, the Regional Grants and Admin Manager and SPICE technical team. Extensive travel throughout the Provinces and to the Colombo office will be required. This is a mid-level position.
Responsibilities:
  • Support grantees to successfully design and implement projects.
  • Ensure that grantees comply with the financial and project reporting requirement of their SPICE grant and also be the main liaison between the SPICE project and identified grantees on capacity building efforts.
  • Work with the SPICE technical team to identify innovative approaches and field activities that promote SPICE objectives.
  • Work with the Grants Management team to monitor component grantees activities and help collect data for the SPICE Performance Monitoring Plan together with the Monitoring and Evaluation team.
  • S/he will liaise with key project stakeholders throughout the Provinces (and its border areas) including, but not limited to, civil society actors, local authorities, provincial authorities and other government officials.
  • Ensure that the grants take into consideration gender, diversity and conflict sensitivity aspects in design and implementation.
  • Support the organizational development initiative that will be implemented by SPICE and be a liaison between the capacity building service providers and the grantees.
Qualifications:
  • Bachelor’s degree in a relevant field. Master’s Degree or post-graduate diploma will be an advantage.
  • 5 years’ experience in a relief, development or campaign agency.
  • Hands-on experience in working in the field of governance, social-cohesion, gender and sustainable livelihoods are advantageous.
  • Fluency in English and one national language required; proficiency in a second national language desired and will be a distinct advantage.
  • A good understanding of and commitment to gender and diversity considerations
  • Conversant with MS Office applications.
