RAND Europe’s fast growing and dynamic Innovation, Health and Science Group works with a broad range of public & private sector decision-makers to inform key decisions on innovation, science and technology, and health and healthcare policy in the UK, Europe and globally with objective research, advice & capacity building activities.
Title: Senior Analyst/Research Leader in ICT and/or cyber-security policy (ref 1220)

Position summary

Your primary role will be to address complex policy questions by conducting research and analysis on behalf of our clients and support the team in submitting proposals and delivering multiple projects in a timely and accurate manner. RAND Europe has a track record of high quality and influential research in the areas of emerging technologies, the digital agenda and cyber-security and the remit of the person appointed will be to take forward and build on this legacy.

Key responsibilities

We will look to you to:
  • Lead multiple strategic, research-based initiatives each year;
  • Develop new business with relevant EU policy environments;
  • Champion research quality standards;
  • Engage with senior policymakers, business leaders and academics across the EU to further RAND Europe’s mission;
  • Lead internal, cross team initiatives;
  • Develop new perspectives and research areas;
  • Raise RAND Europe’s profile through research activities including:
    • External speeches and conference presentations;
    • External publications including journal articles and opinion pieces;
  • Be responsible for junior team members’ development where appropriate;
  • Manage and deliver complex projects to quality, cost, and time standards.

Other responsibilities include:

  • Writing and editing reports and research papers;
  • Supporting and/or independently managing research projects;
  • Contributing and/or leading to proposal writing and other business development opportunities.

Skills and Experience

Essential

  • Interest and experience in emerging technologies, ICTs and/or cyber-security (including topics like the Internet of Things, Big Data, and data analytics), their governance and socio-economic impacts;
  • Strong methodological skills in policy research and analysis, including qualitative and quantitative analysis;
  • Proven track record of successful research and analysis within professional services or public sector domains, including acquiring tenders and managing EU projects and framework contracts;
  • Experience applying research skills to policy problems and driven to improve policy;
  • Ability to work effectively in multi-disciplinary teams;
  • Ability to lead, motivate and supervise, including improving research and writing contributions of others;
  • Skilled in managing complex external relationships;
  • Able to communicate and engage effectively with diverse audiences;
  • Excellent written and verbal communication;
  • Ability to multi-task, work flexibly and process large amounts of information effectively;
  • Fluency in English;
  • Demonstrable interest in EU policy and familiarity with the European institutions.

Desired

  • Proficiency in additional languages would be an additional asset;
  • Previous experience in a similar policy research organisation or public sector organisation or research consultancy.

  • Post graduate degree or equivalent.
