AMREF - Director of Health Programme Development

This position is a key senior leadership and management position reporting to the Director General at AMREF Headquarters in Kenya. As part of the senior management team, the Director of Health Programme Development will provide leadership in the development and implementation of AMREF’s health programmes, generating interest and concerns amongst the donor community, maintaining current, and attracting new partners into the various programmes.

Principal Responsibilities

Programme Management

  • Provide leadership in the identification of HIV/AIDS & TB, Malaria, Water & Sanitation and Clinical and Diagnostics health issues in Africa and alternative ways of AMREF’s contribution to addressing these and other health issues in collaboration with country teams
  • Provide leadership in the design and implementation of AMREF’s health programmes
  • Prepare the annual work programme, work plans and budgets
  • Provide guidance in the prioritisation of the identified health programme interventions
  • Manage, improve and maintain AMREF’s project management system
  • Provide technical guidance and support in the implementation the health interventions

Operations Research and Knowledge Management

  • Develop and maintain an appropriate Operations Research framework
  • Initiate research on a wide range of health issues in accordance with AMREF’s mandate
  • Develop organisation procedures for gathering and managing health knowledge
  • Direct and support the identification, documentation and dissemination of lessons learned and best practices in health programming
  • Partnerships and resource mobilisation
  • Develop and maintain sustainable partnerships with partners and other health development stakeholders
  • Contribute to resource mobilisation through proposal development, negotiation and advocacy on AMREF’s identified priority areas

Quality Assurance

  • Provide leadership in the development of quality assurance tools and processes and facilitate their application in AMREF HQ and at the country levels
  • Liaise with AMREF partners and develop joint advocacy strategies for RCH
  • Advocate globally for evidence based poverty-alleviation policies and practices

Monitoring and Evaluation

  • Develop and maintain an appropriate monitoring and evaluation system for AMREF’s regional and national programmes
  • Ensure Monitoring and Evaluation of AMREF’s regional and national programmes
  • Coordinate periodic external institutional and programme of AMREF and its programmes

Capacity Building

Guide and support capacity building of country offices to deliver effective community driven health interventions

Reports

Prepare regional quarterly, semi-annual and annual programme implementation reports based on agreed priority areas, work plans and budgets. Requires complete discretion.

Required Qualifications

Education and Knowledge

  • Advanced degree in Public Health; Knowledge of operations research, documentation and dissemination

Experience

  • At least 7 years progressive experience in designing and managing community health development programmes in Africa; Experience in operations research, documentation and dissemination
