The African Capacity Building Foundation has received a Grant in the amount of US$ 25 million equivalent from the World Bank toward the cost of the African Capacity Building Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this Project. The project will be jointly financed by the Multi Donor Trust Fund (MDTF) in the amount of up to US$51.6 million

The project will include the following main components:

  • Component 1- Capacity Building Sub-Grants- will finance ACBF sub-grants to public and private beneficiaries in Sub-Saharan African countries and to Regional Organizations serving these countries. The sub-grants will finance technical assistance sub-projects approved under Strategic Medium Term Plan 2 (SMTP2) to enhance institutional capacities of these beneficiaries in the following areas: (i) Economic policy analysis and development management; (ii) Financial management, accountability and transparency; (iii) National Statistics and Statistical System; and (iv) Regional economic cooperation and integration and provision of regional public goods.
  • Component 2-Institutional Development -will finance activities relating to (a) continued implementation of a Management Action Plan approved by ACBF Board of Directors, (b) development of a forward looking medium term strategy (SMTP3), including enhancement of the monitoring and evaluation system; (c) appraisal, supervision and evaluation of subprojects; and (d) development and implementation of knowledge and learning activities designed to enhance skills and peers learning economic and public sector capacity in Africa; all through the provision of goods, services, training and operating expenses

No large value contracts for goods and non –consulting services requiring International Competitive Bidding are envisaged under the Project. Most resources will be expended under sub-grants with a maximum threshold value of US$ 5 million. Consultants required will mostly be individual consultants for development and supervision of sub-grants.

Procurement of contracts financed by the World Bank and Multi Donor Trust Fund (MDTF) will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 revised October 2006 and May 2010 ),and is open to all eligible bidders as defined in the guidelines.Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 revised October 2006 and May 2010 ). Sub-grants to IBRD-only countries or IBRD/IDA countries in arrears will be financed exclusively out of the MDTF.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, World Bank External Website and ACBF website
