Terms of Reference Consultant for the development of a planners guide for “Sanitation for all – the 5 year drive”

  1. Background

The UN General assembly passed a resolution in December 2010 to advocate and raise awareness on the importance of sanitation and help leverage addition resources and interest in the sector. Cited as “Sustainable Sanitation – the drive to 2015” it aims to build on the success of the International Year of Sanitation in 2008 to continue advocacy and programming around the area of sanitation which is the most off-track MDG. The UN-Water Thematic Priority Area (TPA) for Safe Water and Basic Sanitation which is chaired by UNICEF has been tasked with leading the efforts on the 5 year drive. This group has developed a comprehensive communications plan to raise awareness around sanitation and improve sanitation facilities and their spread in low-income communities. Many taboos inhibit policy discussion in the field of excreta disposal, unlike water supplies which enjoy widespread popular and political support.

In order to accelerate progress towards the Millennium Goal in Sanitation, advocacy targeted at governments, civil society partners, NGOs, and the donor public is needed. The UN-Water TPA on safe water and Basic sanitation has united to publish one overall planners guide for the 5 years drive to sustainable sanitation. This publication needs an experienced writer in the field of sanitation to develop and package advocacy and planning documents that would generate buy-in from stakeholders on this difficult and often culturally sensitive subject. Additionally the planners guide will need to include concrete activities that can be implemented at Country, Regional and Global levels to advocate for sanitation improvements including some case studies and human interest stories on sanitation highlighting the growing world-wide sanitary crisis and the positive experiences and lessons learned from the field.

  1. Objectives

The objectives of this work are as follows: • Develop a Planners Guide for the UN-Water TPA on Safe Water and Basic Sanitation for “Sanitation for all- the drive to 2015” • Undertake the writing and editing of the text of the Planners Guide with inputs from the advocacy working group of the TPA

  1. Duty Station

This consultancy will be for 25 working days, provided over a period of 21st November 2011 to 23rd December 2011 and executed from a location with good internet connectivity.

  1. Key skills and experience required: Proven writing and editing skills essential and knowledge of sanitation desirable. Experience in writing books or articles on water and sanitation, an advantage.
