International Consultant on the Implementation of the EU Legislation Regulating Public Debt Management

Duties and Responsibilities

Objectives

The Project will contract an International Consultant to support the Ministry of Finance (Further referred as Ministry) in preparation for the implementation of EU legislation in public debt management area.

Key activities:

  • Perform an analysis of the national legislation on public debt management and assess its compliance with the EU legal framework.
  • Advise the Ministry in improving the legal framework and offer consultation on best EU practices in transposition and implementation of the EU legal framework on public debt management.
  • Draft a piece of legislation amending the current legal framework regulating borrows made by local authorities.
  • Draft a Methodology on the process of decision making on internal and external funding.
  • Assist the Ministry in adjusting the existing terminology concerning public debt to the one used in the EU legal framework on public debt management.
  • Draft one final report with mission findings and future recommendations.

Competencies

  • Knowledge of and experience in the region of Central and Eastern Europe (experience in countries of transitional economy would be an asset).
  • Similar experience in assisting government institutions within projects funded by international organizations
  • Excellent analytical and communication skills

Required Skills and Experience

Education:

  • Advanced degree in the area(s) of EU law, Economics, Public Management or similar field, or equivalent working experience in the sector.

Experience:

  • Minimum 5 years of working experience in the area of expertise.
  • Substantive knowledge and work experience in the region of Central and Eastern Europe an advantage.

Language:

* Fluency in written and spoken English, knowledge of Romanian or Russian would be an asset.

  • Proposal: explaining why they are the most suitable for the work.
  • Financial proposal- shall specify a total lump sum amount.
  • Personal CV including past experience in similar projects and at least 3 references.
