IT Consultant for UNDP Online Toolkit for Electoral Assistance

Elections are one of the most important ways to enable citizens to participate in decisions that affect their lives and hold their representatives accountable for results. Electoral assistance is about more than supporting an election event. Ideally, such support should be embedded in a democratic governance strategy and provided throughout the ‘electoral cycle’.
In 2007, UNDP launched the UNDP Electoral Assistance Implementation Guide, which provides the ‘how to’ fundamentals of planning and implementing electoral assistance using the concept of the electoral cycle, as well as specific guidance on project design, resources, partnerships, procurement, evaluation and other areas. The Democratic Governance Group (DGG) of the Bureau of Development Policy (BDP) decided to convert this hard copy version into a web based toolkit, that integrates and links better tools, resources, and other web-based content on the topic (similar to the UNDP Communications Toolkit).
The UNDP Online Toolkit for Electoral Assistance thus provides an overview of UN/UNDP’s electoral assistance on-line together with step-by-step guidance on policy/programme issues, particularly for practitioners both within and outside of UNDP. It aims to promote a consistent quality approach across UNDP and to ensure that programming for electoral assistance is based on common principles and best practices.
As of November 2011, the website of the UNDP Online Toolkit for Electoral Assistance was designed and toolkit texts were uploaded in a reader friendly presentation that follows the already developed structure for UNDP toolkits. The UNDP Online Toolkit for Electoral Assistance is now close to being finalized.
However, in order to launch the toolkit, there is a need to configure the website further to implement interactive functions. In addition, it is expected that the first few months after the launch will require intensive maintenance of the website to reflect comments from viewers, and upload new texts and documents that will be received from UNDP country offices.
In this context, DGG requires the services of a professional IT Consultant, for the technical management of the UNDP Online Toolkit for Electoral Assistance before, during and after its launch.

Duties and Responsibilities

Under the direct supervision of the BDP Electoral Advisor and in close cooperation day-to-day with BDP/DGG electoral team, the IT Consultant will be responsible for the following tasks:
  • Implement the interactive functions to the website in discussion with BDP/DGG electoral team for the Toolkit to be launched;
  • Provide expert technical assistance for the management of the Toolkit during and after its launch;
  • Any other task assigned by the BDP/DGG electoral team with regards to the Toolkit.

  • Guaranteed timely delivery of the tasks.

Required Skills and Experience

Education:
  • At least a bachelor’s degree in an IT related subject.
Experience:
  • Previous web designing experience for UN agencies;
  • Familiarity with designing toolkits and/or instruction manual, especially UNDP corporate toolkits is an asset.
Language Requirements:
  • English
Application Evaluation Process:
Individual consultants will be evaluated based on the Cumulative Analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.
Technical Criteria weight; [70%]
Financial Criteria weight; [30%]
The following criteria will be used in Technical Evaluation:
  • Prior experience in development and management of interactive website (30 points);
  • Proven record of working with UN agencies for development of corporate websites (35 points);
  • Familiarity with Teamworks, UNDP’s web based platform for knowledge sharing (35 points).
Only Individual Consultants obtaining a minimum of 70% of the obtainable points of 100 points in technical evaluation would be considered for the Financial Evaluation.
