Project/Proposal Summary:
The Measuring Impact of Stabilization Initiatives Project (MISTI) will assess and evaluate the impact of the United States’ stabilization efforts throughout Afghanistan. The project will collect, synthesize and analyze data at the district, provincial and regional levels to track high-order stabilization trends and help shape USG and Government of the Islamic Republic of Afghanistan (GIRoA) policy and practice related to transition. MISTI will also contribute to the larger body of knowledge on best practices and lessons learned related to the design, implementation and assessment of stabilization activities within a counterinsurgency context.

Position Summary: Working closely with the Chief of Party, IMS team and other staff, the Monitoring and Evaluation Specialist will be responsible for designing and implementing the country-wide assessment of USAID’s stability programming in Afghanistan.

Responsibilities: • Serve as a resident technical expert in monitoring and evaluation, ensuring that the MISTI project provides the highest quality work; • Evaluate and improve performance management plans (PMPs) for existing USAID funded projects, and design PMPs for new stabilization initiatives; • Conduct impact evaluations and mid-term/final performance evaluations for USAID and OTI funded programs; • Analyze stabilization trends data, and collaborate with the IMS Specialists and other team members on the development of a knowledge management database and the sharing of lessons learned/best practices; • Participate in the selection and oversight of M&E consultants, as well as the selection, training and oversight of local Afghani survey enumerators; • Draft, deliver and/or participate in presentations to the Mission, USAID and other stakeholders throughout the project; • Work closely with implementing partners, USAID, the Embassy and the GIRoA; • This position is based in Kabul with some travel throughout Afghanistan.

Qualifications: • Significant technical expertise in monitoring and evaluation for international development projects, including program/activity and strategy designs, design and implementation of performance monitoring tools and mechanisms (performance output and impact indicators), information/data gathering, results reporting, design and implementation of impact assessments and evaluations, surveys and analysis; • 10+ years experience in international development • Demonstrated success in providing technical and programmatic guidance to diverse stakeholders on optimal mechanisms and methodologies for quality performance monitoring, data validations, planning, quality controls, accountability mechanisms, assessments and evaluations. • Prior experience monitoring and evaluating stabilization programs in complex, post-conflict, culturally diverse settings required. Prior experience in Afghanistan strongly preferred; • Excellent report writing skills and a strong team orientation.
