Senior Program Manager – Civil Society and Stakeholder Outreach Judicial Training Project

Project/Proposal Summary:
This 2.5 year, USAID-funded project will assist the Government of Sri Lanka, the Judicial Services Commission and the judiciary to improve the management and efficacy of the Sri Lanka legal system, and improve access to justice to conflict affected and marginalized communities. The program will support the institutional capacity development of the Ministry of Justice, the Judges Training Institute and the Judicial Services Commission.

Position Summary: MSI is seeking an experienced Senior Program Manager to be responsible for the overall development and implementation of the civil society and legal aid components of this project. Under the overall management of the Chief of Party and direct supervision of the Deputy Chief of Party, the Senior Program Manager – Civil Society and Stakeholder Outreach will be responsible for the overall development and implementation of a sub-grants project that would improve access to justice for marginalized communities in conflict-affected areas through increased legal aid assistance and improved advocacy and public awareness campaigns.

Responsibilities: • Under the direct supervision of the Deputy Chief of Party, lead development and implementation of the civil society and legal aid sub-grants component of this project. • Manage the selection and administration of sub-grants to NGOs and legal aid service providers for the provision of pro bono legal services and implementation of civil society advocacy campaigns. • Work closely with and coordinate with other technical assistance projects, as well as local NGOs working with these technical assistance projects, to provide advocacy and public awareness campaigns, as well as policy and legal reform programs, in the development of a comprehensive and effective network of civil society partners and stakeholders.

Qualifications: • An undergraduate degree is required; degree in law is preferred. • Minimum of 7 years’ experience working in civil society, advocacy, access to justice, policy and/or legal reform projects is required. • Demonstrated experience in implementing civil society advocacy campaigns, policy and legal reform programs is required.
• Previous experience managing and implementing civil society projects with sub-grants is ideal. • Background in developing and maintaining civil society networks is advantageous. • Fluency in English and Singhala is required. Fluency in Tamil is beneficial.
