3D Evaluation, Senior Research Associate

Founded in 2002, by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business-oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved market organization, management support, and strategic use of data to inform evidence-based, cost-effective policies and programs. By working in association with governments and other NGO partners, CHAI is focused on large-scale impact. Currently, CHAI’s teams are working side-by-side with over 20 governments to tackle many of the largest barriers to effective treatment and care.

The Applied Analytics Team: CHAI’s Applied Analytics Team (AAT) provides leadership and technical expertise in CHAI’s “Evidence for Impact” strategy, a uniquely aggressive, efficient, and outcome-oriented approach to monitoring, evaluation, and operations research activities. CHAI’s evidence for impact approach seeks to provide new, robust knowledge in a format and on a timeline that is useful to guide the decisions of ambitious government programs. Put simply, CHAI’s aim is to generate knowledge that can be used rapidly to dramatically increase the efficiency and impact of global health resources. Members of AAT work closely with staff members across CHAI and our Ministry of Health counterparts to rapidly translate evidence into effective, efficient programs and policies on the ground.

Responsibilities:

The Senior Research Associate position will be primarily devoted to driving CHAI’s new Rapid Impact Evaluation initiative: despite recent international emphasis on rigorous impact evaluation, Ministry of Health officials often still lack evidence on the highest-impact, most cost-effective strategies to deliver high-quality health services. To fill this gap, CHAI and IDinsight, an evaluation organization focused on enhancing managerial decision-making, have developed an innovative Rapid Impact Evaluation (RIE) approach to dramatically improve the impact of resources spent by Ministries of Health. RIEs focus on questions posed directly by MoH managers and use rigorous methodologies on an accelerated timeline to provide crucial evidence to guide the implementation of programs. The Senior Research Associate will be responsible for leading the RIE initiative for CHAI’s Applied Analytics Team. The Senior Research Associate will be responsible for coordinating with IDinsight, Ministry of Health and CHAI team counterparts in the identification, selection, design and implementation of RIEs and in the translation of evaluation findings into actionable plans, programs, and policies implemented by the Ministry of Health.

Supervision & Reporting: The Senior Research Associate will report to the Director of the Applied Analytics Team.

Qualifications:
• Post-graduate degree, preferably PhD or Masters degree in epidemiology, biostatistics, demography, or related field. • Minimum 5 years of work experience in public health or a related field. • Applied research experience, including designing evaluation or operational research projects in developing countries. • Demonstrated experience translating evaluation findings into successful, evidence-based programming. • Exceptional relationship building and management skills, including across fields and cultures. • Exceptional ability to communicate about research methods and results to untrained individuals and to adapt methods to overcome obstacles in developing country settings while maintaining rigor and speed. • Experience working in a developing country, and willingness to travel. • Ability to work independently and propose and implement new initiatives. • Ability to think strategically and problem solve in a fast-paced, multicultural environment.
• Strong written communication skills and oral fluency in English.
