Grants Manager, Middle East

We are currently seeking a Grants Manager for an upcoming multiyear USAID-funded civil society strengthening program in the Middle East. The project’s primary focus will be to engage local civil society organizations and other key stakeholders to increase local ownership and capacity for self-directed, sustainable development and effective governance. The position is contingent on ACDI/VOCA being awarded the program.


Responsibilities:

• Serve as ACDI/VOCA’s in-country compliance expert.

• Work closely with the COP, grantees and home office staff to ensure that policies and procedures are approved, in place, understood and followed.

• Develop grant procurement policies and a comprehensive grants manual.

• Educate and build the capacity of staff and grantees in regard to USAID rules and regulations, accountability and compliance practices.

• Manage and oversee the grant-making process from start to finish.

• Provide accurate reports to the COP and headquarters on all grants and compliance issues.

• Maintain complete and accurate files for all subgrant agreements.

• Ensure that grant activities comply with ACDI/VOCA internal policies and procedures as well as USAID rules and regulations.


Qualifications:

• Bachelor’s degree in a relevant subject

• 5+ years of experience working on compliance issues for large and complex USAID-funded programs

• Demonstrated proficiency in reporting requirements, procurement, cost share and public-private partnerships

• Extensive training on and experience with USAID rules and regulations

• Experience providing capacity-building training to local civil society organizations

• Demonstrated experience in designing and managing the grant-making process

• Excellent budget and financial management skills; ability to monitor subgrantee budgets for accuracy and allowable costs required.

• Fluency in English is required. Arabic and/or Kurdish language skills preferred.
