Chief Financial Officer - NERSA - The National Energy Regulator

The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No 4 of 2006), Gas Act, 2001 (Act No 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No 60 of 2003).

Division: Finance
Annual remuneration package: R972 275.00 - R1 449 414.00 cost to company

Reporting to the Chief Executive Officer, the Chief Financial Officer is responsible for directing and leading the financial management, reporting, administration and procurement function of NERSA in accordance with relevant statutory requirements, regulations and standards in order to support the delivery of NERSA goals as contained in the strategic and business plans. The CFO is the custodian of financial management discipline and reporting compliance.

Key responsibilities:

  • Leading and managing the CFO Division and be responsible for the effective, efficient and transparent use of resources and systems
  • Contributing to effective financial decision-making, implementation and reporting to the Energy Regulator and relevant Committees
  • Direct the financial strategy of the organisation to ensure availability of adequate financial resources
  • Developing and maintaining financial management policies, procedures, processes and systems to promote efficiency in the finance function
  • Prepare financial statements for each financial year and ensuring compliance with all relevant statutory requirements, regulations and standards
  • Managing the budget process while contributing to effective strategic and business planning and ensuring timely management reporting
  • Oversee all accounts, ledgers, and reporting systems and ensure compliance with appropriate accounting standards, regulatory and audit requirements
  • Ensuring effective financial and risk management and proactively managing internal control and external audit activities
  • Leading the Supply Chain Management (SCM) function in line with relevant legislation and internal policies and procedures
  • Overseeing the assets and facilities management function.


Requirements:

  • BCom or B Compt Honours degree majoring in Accounting or a related field
  • CA(SA) will be an added advantage
  • 10 years accounting experience of which 6 years must be at a senior management level
  • Knowledge of Generally Recognised Accounting Practices, the Public Financial Management Act and the Treasury Regulations.
