Chief Human Capital Officer , NERSA - The National Energy Regulator

The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No 4 of 2006), Gas Act, 2001 (Act No 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No 60 of 2003).

Annual remuneration package: R972 275.00 - R1 449 414.00 cost to company

Reporting to the Chief Executive Officer, the Chief Human Capital Officer is responsible for providing strategic leadership and direction in creating an organisational platform for organisational development, leadership development, human resource management and employee retention in support of organisational effectiveness using best human capital management practices.

Key responsibilities:

  • Lead and manage the human capital function by maintaining a motivated HR Division to deliver on NERSA HR Strategy in pursuance of medium and long-term goals within the allocated budget by managing and monitoring its efficient utilisation
  • Provide human capital management advice for strategic initiatives by the Energy Regulator and Human Resources and Remuneration Committee, including reporting to and implementing decisions by these bodies
  • Ensure alignment of HR Strategy with NERSA Business Plan and Strategic Plan
  • Provide organisational platform to attract, develop and retain high performing individuals
  • Create a climate for high performance culture throughout the organisation
  • Assume overall responsibility for Performance Management, Human Resources Planning, Talent Acquisition and Retention, Human Resource Development, Industrial Relations, Employee Compensation and Benefits and Induction/On Boarding Programme
  • Oversee the provision of a solid human capital management offering in terms of cutting edge HR policies, procedures, practices and systems
  • Establish and maintain relationships with senior managers and other stakeholders to provide human capital support to line and support functions with clear measurable outputs and strict timelines
  • Oversee the development and implementation of organisational development and change management interventions for successful individual and team development for high performing knowledge employees.


Requirements:

  • Post graduate qualification in Human Resource Management or Business Administration or Organisational Development
  • Minimum 10 years managerial experience as an HR Generalist.


The candidate must be competent in the following:

  • Complete HR functional competence and knowledge and application of governing legislation
  • Good communication and interpersonal skills
  • Pro-active leadership abilities.
