Deputy Director-General: Project Management Unit
Salary: R1 076 619 per annum all-inclusive salary package

Requirements:

  • A relevant postgraduate qualification in any discipline relevant within the human settlement environment
  • A strong understanding of Human Settlements Strategy and Planning dynamics
  • At least 7 years’ experience at a senior management level
  • A sound knowledge of the Public Finance Management Act, 1999, Public Service Act, 1994, the Housing Act of 1997, the Division of Revenue Act of 2003 and a fair understanding of the Municipal Finance Management Act, 2003
  • Knowledge of the Department’s mandate and its relationship with various stakeholders internationally, provincially, locally and in the business sector
  • A thorough knowledge of Government’s human settlements policies, funding instruments and related programmes.


Duties:

  • Provide strategic leadership and direction for the overall administration and management of the Project Management Unit Branch
  • Oversee the development, implementation and monitoring of human settlement project plans
  • Undertake diagnostic monitoring and management of project risks
  • Develop and apply a project management best practice model and instil a culture of critical analysis and continuous improvement
  • Oversee the process of programme and project implementation and facilitation to ensure realisation of the set outcomes
  • Oversee the implementation of sanitation projects regionally.

Chief Director: Chief Investment Officer
Salary: R872 214 per annum all-inclusive salary package

Requirements:

  • An appropriate 3-year Bachelor’s degree or equivalent qualification
  • A postgraduate qualification will be an added advantage
  • At least 5 years’ managerial experience in the field
  • Good communication skills (verbal and written) and computer literacy
  • Extensive experience in governance issue in relation to the PFMA, DORA, Treasury Regulations
  • A fair understanding of the Municipality Finance Management Act and Home Loan and Mortgage Disclosure Act
  • The ability to maintain sound interpersonal relations
  • An understanding of the human settlement sector and critical stakeholders.


Duties:

  • Ensure the management and the disbursement of the human settlements development grant to the provinces and accredited municipalities
  • Ensure fiscal financial transfers to provinces and accredited municipalities
  • Ensure efficient administration of the activities in relation to the Home Loan and Mortgage Disclosure Act
  • Ensure management of the Financial Charter Services processes
  • Ensure the promotion of access to housing finance and activities in relation to promotion of investment in sustainable human settlements.

  • A postgraduate qualification will be an added advantage

  • Manage the Department’s sectoral transformation programmes in relation to housing for youth, women and people with disabilities
  • Manage and coordinate responsive research for the development of integrated sustainable human settlements
