Background
The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the international political process to address Climate Change. The UNFCCC secretariat supports the Convention and its Kyoto Protocol through a wide range of activities, including substantive and organizational support to meetings of the Parties.
The secretariat’s Communications and Knowledge Management Services (CKMS) programme is responsible for external communications, media relations, on-line public information and knowledge management services in support of the UNFCCC and the Kyoto Protocol.
Responsibilities
The CKMS Coordinator is responsible for external communications to enhance public and stakeholder support and position the UNFCCC as the global forum at which to agree international climate change policies and action, coordinates media outreach, and oversees formulation and implementation of a secretariat-wide knowledge management strategy.
A. Leads the CKMS programme staff in developing and implementing a programme of work designed to achieve the secretariat’s goals:
1. Coordinates and manages the human and financial resources of the CKMS programme, guiding staff in preparation of work plans, monitoring activities and assessing performance.
2. Oversees development and implementation of policies relating to external communications, public information, media relations, knowledge and records management, and internal communication
3. Contributes to the secretariat’s strategy development, including medium and long-term fundraising strategies.
B. Directs and delivers external communications to enhance public and stakeholder support for the UNFCCC, the Kyoto Protocol and its market-based mechanisms, and the secretariat:
1. Develops, and coordinates substantive inputs to, a comprehensive secretariat communications strategy; provides policy and substantive advice to the UNFCCC Executive Secretary and senior staff; ensures adequate capacity of the secretariat to deliver high quality, high-impact products and services – e.g. speeches, media support, publications, exhibitions – to deliver on agreed strategies, including through engagement with the private sector and civil society, for example on work related to market-based mechanisms.
2. Oversees and contributes to the development of the core substantive messages of UNFCCC secretariat, and oversees and coordinates the delivery of these messages for maximum effect, taking into account communications strategies and messages of the main UN partner organizations, including the common UN messages on climate change within the overall UN sustainability agenda.
3. Provides strategic and management direction to the secretariat’s online presence, including its website, webcast productions, and social media engagement.
4. Provides strategic and management direction to further develop and promote the new UNFCCC brand.
5. Represents the UNFCCC Executive Secretary in negotiations and consultations on matters relating to information services, such as the UN Communications Group climate change task force, the Rio Conventions, and public/private partnerships and sponsorship-arrangements.
6. Develops and implements strategies that promote existing and future market-based mechanisms under the UNFCCC.
7. Oversees the implementation of targeted media campaigns on agreed themes, including on market-based mechanisms.
C. Oversees the development and implementation of a secretariat-wide knowledge management strategy, including policies and tools that increase the efficiency and effectiveness of the secretariat:
1. Enhances knowledge and information sharing within the secretariat, and oversees implementation of records management policies and procedures.
2. Ensures delivery of information architecture and business analysis requirements.
3. Develops and directs implementation of internal communications plans/initiatives – e.g. use of Intranet, internal newsletters, seminars – in support of management objectives.
4. Oversees implementation of records management policies and procedures, ensuring security and confidentiality.
5. Provides communications policy advice to internal advisory bodies, such as the Management Team and Intergovernmental Planning Committee, and external bodies, such as the CDM Executive Board.
6. Contributes to the increased use of virtual communications, such as video conferencing and webinars.
D. Oversees coordination of all matters relating to media at climate change conferences and meetings:
1. Oversees the coordination of media and broadcasting facilities and services at sessions of UNFCCC bodies, in particular Conferences of the Parties, with designated service providers, host country officials and seconded UN staff.
2. Represents the Executive Secretary in negotiations and consultations with host government officials on media relations, media services, TV and radio broadcasting facilities, and online webcasting for sessions.
3. Oversees media operations at sessions, including media accreditation, media center services, information dissemination, press conference scheduling and facilities for international broadcasters.
Requirements
· Advanced university degree in strategic communications, public relations, journalism, information management or related field. A combination of relevant academic and professional experience may be accepted in lieu of an advanced degree.
· At least 12 years of progressively responsible experience (must include significant management experience) in strategic communications, public relations, public information, or media in the private or public sector. Familiarity with matters relating to climate change, environment, sustainable development, carbon markets an asset. Familiarity with UN administrative procedures, rules and regulations an asset.
· Must demonstrate broad professional experience and skills in communication, knowledge management and organizational development, including:
o Ability to draft compelling content for external and internal dissemination.
o Knowledge of, or participation in, the functional design and development of IT systems related to content management, collaboration, documents management and records management.
o Skills in project management and a working familiarity with management/scheduling tools.
o Ability to work effectively in a variety of settings and locations around the world, and with a wide diversity of counterparts.
· Fluency in English (both written and oral) essential. Working knowledge of another UN official language desirable.

Demonstrated flexibility in managerial decisions relating to administrative issues. Proven analytical skills of complex human resources, budgetary, financial and administrative management policy and programmatic issues. Ability to develop and implement change initiatives.
